On September 8 Juche 111(2022), the respected Comrade Kim Jong Un, in his historic policy speech at the Seventh Session of the 14th Supreme People's Assembly of the DPRK, set forth the important tasks for building a large canal connecting the East and West Seas of the country.

The grand plan of building a large canal connecting the East and West Seas of the country, which had excited the entire Korean people to the full, had already been unfolded over 70 years ago by President Kim Il Sung, who looked far ahead into the distant future of the victorious country in the flames of the war, not in the period of peace.

The respected Comrade Kim Jong Un said:

"Comrade Kim Il Sung was a great man who looked to the distant future with great foresight."

Paeksong-ri, the land of glory widely known to the world today, is a historic place handing down the immortal leadership exploits of the great leader comrade Kim Il Sung, who visited Kim Il Sung University in the mountains admist artillery smoke during the grim Fatherland Liberation War, instilling confidence in victory into the teaching staff and students and opened up an eternal golden age of national prosperity.

On April 12 Juche 41 (1952), the President, through the dangerous road with the remnants of the germ bombs dropped by U.S aggressors, visited Kim Il Sung University in the mountains, which was evacuated to Paekjon-ri, Jasan Sub-county of Sunchon County, South Phyongan Province at that time (Paeksong-ri, Pyongsong, South Phyongan Province of today).

In a simple slate-roofed village house he learned in detail about the education of the university, the teaching and study of its teaching staff and students, and their living conditions all night long, and made a meaningful speech entitled "Prospects of the Fatherland Liberation War and the Tasks of the University" to the teaching staff and students on April 13, the following day.

The President, who summarized, with his brilliant wisdom and scientific insight, the war situation in the past two years and the prospect of victory in the Fatherland Liberation War in his speech, clarified in detail the tasks facing the teaching staff and students of Kim Il Sung University for postwar reconstruction.

When he was instructing about the measures for developing river transport, he said that whenever he saw the map of our country, he often thought of connecting the East and West Seas by building canals between the upper reaches of the Taedong River and the upper reaches of the Ryonghung River (today's Kumya River) or between the upper reaches of the Rimjin River and the upper reaches of the Tokji River. He continued that if canals were built there so that ships in the East and West Seas could move freely from one another, it would be of great political, economic and military significance, adding that the canals linking the East and the West should be built not only in the northern part of the country but also in the south.

He then entrusted the honorable task of conducting in-depth study on and drafting a reasonable master plan for connecting the East and West Seas with the university teachers and students.

The far-reaching plan of the President was so astonishing and beyond imagination that the teaching staff and students gave joyous cheers unable to repress strong emotion.

At the time of life-and-death war decisive to the destiny of the country, the grand plan for the construction of a large canal connecting the East Sea and the West Sea of the country mapped out at the university in the mountains was a noble fruition of the matchless courage, foresight and scientific insight of the peerlessly great man, which can be enjoyed only by the great leader, who looked down to the formidable enemies and bringing forward the future of the country.

On April 27, Juche 43(1954), the lecturers of Kim Il Sung University was honored with the audience of the President. He stressed once again the issue of building a canal connecting the East and West Seas of Korea, and stated with pride and conviction that if a canal connecting the East and West Seas of Korea is built in the future, it will become one of the world's greatest canals and will demonstrate the might of the country once again.

Later, Kim Il Sung University organized a powerful research group involving experts in the field and made a comprehensive survey of the construction of canals connecting the East and West Seas. In December Juche 62(1973), they finally worked out a comprehensive design for the construction of a canal connecting the East and West Seas of the country and reported it to the President.

The President, in spite of his busy schedule, examined the design of the university and highly appreciated the great efforts made by the teachers and students.

Under the wise guidance of President Kim Il Sung and Chairman Kim Jong Il, the barrages including the West Sea Barrage, and the Mirim Barrage built on the Taedong River as monumental edifices in the 20th century were built according to the plan for building a large canal connecting the East and West Seas of the country.

Today the DPR Korea is greeting the overall development of the building of a powerful socialist country and the national power of the country is on its highest level. Much of what the President had envisaged in his lifetime had already been transformed into reality.

The idea, intention and behests of the President have been translated into reality in all parts of the country, including the monumental edifices of lasting significance, world-startling miracles and epochal events.

The grand plan of connecting the East and West Sea connection made by the President during the war at Kim Il Sung University in the mountains will surely turn into a brilliant reality along with the might of Juche Korea prospering day by day under the sagacious guidance of the respected Comrade Kim Jong Un.
