During the military camping, Chairman told the students that the statesman should be combined with pen and sword adding that it was an important personality and qualification to be possessed by the revolutionary talents of the struggling era and that it was especially very important as our country was divided into two and confronting the enemies with arms.
He ensured that the students took sincere part in the military training with a correct viewpoint on war and deeply grasped the military idea and tactics of the great leader during the camping training.

First of all, in the talk with the students that day, Chairman explained the factors and shortcomings of the victory in the war clarified in the preceding military theory.
Until then, the preceding military theory had divided the factors of victory in the war into permanent and temporary factors.
And, regarding the constant factor as the main factor in the victory of the war, it included the solid rear of the country, the moral character of the army, the quality and quantity of the division, the armed equipment of the army and the organizing ability of the commanding officer which conducted a war, and placed a solid rear in the first place.
In a statement that day, Chairman said that the preceding military theory divided the factors of the victory of the war into permanent and temporary factors and attached decisive importance to the permanent factors, which were attributable to the political and military purpose of the country at that time, adding that the issue of the decisive factor of the victory of the war could not be completely clarified.
He told the military campers that we, in order to clarify the decisive factor in the victory of the war, should know well which was the decisive factor in the relations between the internal forces of the country conducting the war and the external support relations, the relations between the human and material factors that would contribute to the victory of the war, and the political and ideological factors and military and technical factors of the country concerned.

Saying that the decisive factor in the victory of the war was the ideological consciousness of the people, not the weapons, the great General said that the ideological consciousness of the people depended on the ideological consciousness of man, since it was man who recognized the law of war and made active use of it, made and handled weapons. And he said as man's ideological consciousness was the decisive factor that determined man's behavior, the purpose for the use of weapons and the display of their might varied according to man's ideological consciousness, and the higher the level of man's ideological consciousness, the more advanced the technique of making and using weapons and the faster the military technique increases.
He went on saying that it was a historical fact shown by our revolution that the political and ideological factors played a decisive role among the political and ideological factors, military and technical factors.
Noting that the revolutionary army defeated the imperialist mercenary army by dint of ideological and spiritual, strategic and tactical superiority, Chairman said that the anti-Japanese revolutionary struggle led by President was a revolutionary war that defeated the Japanese imperialists armed to the teeth, starting with nothing, the experience of the Fatherland Liberation War that defeated the imperialist aggressors and the experience of the revolutionary war in other countries proved that ideological consciousness was the decisive factor in deciding the victory of the war.
