He met the primary organization heads of his class in February 3, 1961, instructing that students should not be satisfied with what they were learning in class but should acquire knowledge of many different fields, and said they should set a goal first and read as much as possible.

He said that his class, in which many ex-serviceman students were studying, should start the movement, and when concrete data of how many pages a student could read in a year was obtained, the movement should be a university-wide one.
On March 25, that year, he met many students to familiarize himself with their progress in their reading before he told student heads of the economics faculty to stand in the vanguard of the movement.
Calling for the '10 000-page reading movement', he said he came to a conclusion that it was not difficult to read 10 000 pages if we read more than 30 pages a day for 300 days in a year, and said all the students should be enthusiastic readers.
He said that this movement is a movement of loyalty to study the works written by the great leader Comrade

He also said that students should read different references, scientific papers, and books for cultural development.
He said that the Democratic Youth League organization should strengthen its leading role and control over this movement and class leaders themselves should be in the vanguard.
His instruction was made public later as an immortal work to serve as a guideline for the movement for all the students in our country.
