The DPRK regards educational work as the first state affair of the most important responsibility firstly because its government considers it to be the most vital factor for remarkably strengthening the national power and further demonstrating its dignity and prestige to the whole world.
The present is an era of science and technology, both in name and reality, in which the development of politics, military affairs, the economy, culture and all other spheres of social life is firmly supported only by scientific and technological capabilities.
Today, only when one is superior to others in science and technology and overtakes others, can one strengthen the overall national strength in every way, achieve independent development and demonstrate the dignity and prestige of the state to the whole world.
In the present world, where science and technology are developing at an unprecedentedly fast pace with its increasingly short cycle of renovation, the most vital force that can rapidly increase the country's technological capabilities is those who are prepared politically and ideologically, scientifically and technologically. Yet fostering the technological, managerial and other personnel that lead all sectors of the country would be unthinkable without education.
Promotion of education leads to bolstering of the tremendous national strength which no hostile forces of the world dares to provoke.
For this reason, the DPRK has consistently prioritized education, encouraging wider public interest in educational activities and increasing investment in consolidation of the educational foundation so that the national power and national dignity can be strengthened.
The DPRK regards educational work as the first state affair of the most important responsibility secondly because the nation considers it to be a determinant of the overall state reconstruction, local renovation and rural development.
In Korea today, the historic cause of the regional renovation and rural development is being carried out on a full scale under the sagacious leadership of the respected Comrade
One of the key factors here is talent issue for provincial and rural development that can contribute to substantially accelerating the overall rehabilitation of socialism nationwide in the DPRK.
Only talented people can facilitate operating and managing locally-run industrial factories, advanced health-care providing facilities, multiple recreational facilities and grain milling facilities, which are being built across the country by the new local development policy. They can also drastically increase agricultural production by relying on up-to-date agricultural technology and machines.
The gigantic cause of regional and rural development, which are now changing Korea in many ways, is guaranteed by the talented forces brought about by advanced education.
When education is put forward as the first state affair and priority is given to the progress of education, the revolutionary talents of the new generation can grow well who will shoulder the rural and regional revival for the inclusive rehabilitation of the country.
That is why the 11th Plenary Meeting of the 8th Central Committee of the Workers' Party of Korea stressed the need to place education before anything else, prioritize educational activities all the time, give fuller play to the all-societal interest in education and continue to increase state support and investment as the educational development is intrinsically connected with the state's overall reconstruction, rural and regional renovation.
Thanks to the outstanding and seasoned leadership of the Workers' Party of Korea which attaches the greatest importance to education and aims at building the most advanced state, a prosperous, powerful socialist country will surely be built in the DPRK.
