The Basic Requirement for Developing Science and Technology Set Forth by the Workers' Party of Korea

We are fully committed to a nationwide drive to push ahead with the economic progress relying on science and technology.

The respected Comrade Kim Jong Un said:

"Our Party's idea of breaking through the cutting-edge means giving spurs to the development of science and technology in all sectors and at all units so as to break through the world's advanced level in the shortest possible time and thus lead the world on our own terms."

In order to turn this significant year into a year of change under the leadership of the Workers' Party of Korea, the science and technology sector should be enlivened before anything else so that substantial successes could come from the sector this year because it plays a tractive role in both developing the national economy and improving the people's living standard.

The Sixth Plenary Meeting decided on the primary issues for developing science and technology by setting its high goals and standards as well as the level of its execution that should be innovative, advanced and perfect in its implementation. These are what should be done before anything else to develop science and technology, for it alone will help the sector reach the world level for the shortest possible time.

In order to attain the goal projected by the Workers' Party of Korea, science and technology should be put on the world advanced level as soon as possible as it serves to be both a strategic resource for building a powerful socialist country and a driving force behind the economic development.

The position and role of science and technology are at present increasingly more important in the development and prosperity of nations across the world. Reality shows that the technological competition is getting more and more intense and frantic among nations, leaving some falling far behind if they are technologically underdeveloped.

The WPK, therefore, called upon all sectors and fields to challenge, compete with and lead the world on the technological fronts.

As the Workers' Party of Korea continues to emphasize, everything depends on science and technology – the issues of consolidating the existing economic foundations and attaining without fail the production targets in all sectors, as well as building the economy, culture and national defense and further making the state work more innovative.

In order to be technologically advanced in the shortest period, the project of research needs to be focussed on before the target and criteria are decided for reaching the world advanced level.

The properly selected research project alone will help the country's science and technology go beyond the cutting edge.

Scientific research institutions should give full play to the loyal and patriotic scientists so that they can choose a proper research project from those of the world advanced level, from those that can make a substantial contribution to the economic development of the country and the improvement of the people's living standard, especially from those that the Party and the state urgently want them to do, and from those that are necessary to implement major policy tasks scientifically and technically.

Once the research projects are selected, the scientists should plan the level they are supposed to reach – a target they have to attain in their research. Whatever the project is, the height or level of its completion should be high enough to reach the world's advanced level by making a leap forward to make up for 20-or 30-year span of time while being in conformity with the actual conditions of the DPRK, representing the advanced technology in their fields.

The Plenary Meeting presented the needs of setting high goal and standard and ensuring innovative, advanced and perfectionist qualities in developing science and technology because the approach will enable the national economy to rise up on its own, thus allowing science and technology to substantially contribute to improving the people's living standard as well.

Scientists should properly select the research projects and set far-reaching goals and criteria for their attainment, thus thoroughly ensuring their innovativeness, progressiveness and perfectionism in their implementation.

Projects for mere research's sake, though many in number, will be a fifth wheel forever. The projects needed everywhere and finished in time, though few, will contribute to both shoring up the national economy and improving people's wellbeing.

As long as the country is led by the Workers' Party of Korea, armed with its far-reaching programme for developing science and technology, with its entire population united single-heartedly around the Party, the significant tasks set forth in the plenary meeting for developing science and technology will surely be implemented and the DPRK will eventually rise up to the position of a knowledge-based economic power.
