It is true that strategies mapped out by every nation and every region are different, but the trend goes towards more and faster training and use of talented personnel. Great importance has been attached to talented personnel throughout ages, but they have never been the main force to take the lead in the progress of the times and decide the vicissitudes of nation. In fact, today's competition for national power is the competition carried out by talented personnel.
Generally, the term "talent" means the person who gives full play to his or her ability, that is, the person who contributes a large share to the development of a certain field.
Of them, scientific and technical talents play a major role.
With their distinguished ability of creation, they achieve high level of actual results and take the lead in their units or fields.
Many countries direct great efforts into having a full command of them.
First of all, deep attention is being paid to the training of scientific and technical talents.
For example, the Republic of Finland puts the educational expenditure on the second place, which is next to the expenditure on public welfare, under the slogan "Education is precisely the international competitive power of Finland". Attempts are also being made in some countries to train many talented personnel by developing educational system in various ways.
Germany has moved the primary school age down to 5-year-olds from 6-year-olds and, in accordance with it, readjusted the educational process to create the high level of optional subjects at the stage of primary school. It is said that in some countries systems of early admission and early graduation are being enforced and great efforts are directed to make a detailed survey and control of talented personnel in a comprehensive way and to train, distribute, use them, and put the right talent in the right place. The same holds true for the training of high-rank talent reserves.
The current trend across the world is that the level of higher education, in which the reserves of scientific and technical talents are trained, is appreciated mainly with the quality of graduate school. Graduate school, which makes it possible for university education to have access to the reality and provides students with the comprehensive knowledge of the various domains of social life, is of great importance in the training of talent reserves.
Second, great efforts are being made to get the talented personnel all over the world.
In particular, the western countries' strategy for talented personnel is not to train talents by themselves but to attract them who are famous in the world, for the latter is more effective than the former in terms of time and expenditure.
Consequently, it is the current trend that the issue of scientific and technical talents decides the destiny and progress of a nation and the policy for talented personnel determines national power of the country is determined.
It is essential to train the talents who possess high level of scientific and technical knowledge in order to settle the issue of talented personnel that decides the destiny of a nation and its power and improves their role. The more important issue is, however, what kind of world outlook the scientific and technical talents should have.
The destiny of a nation and its development is not always decided only by the knowledge of the talents. The world outlook they have is the key factor to decide the development of a nation.
In order that they, who play an important role in the development of their country, should prepare themselves to be genuine talents who contribute to the prosperity of their country, talented personnel should have the right world outlook, the revolutionary world outlook.
This is related to the role played by the world outlook in man's activity.
First, it decides the character of the activities of scientific and technical talents.
What kind of world outlook they have determines who they work for.
The revolutionary world outlook is essential for those who strive to realize the independence of popular masses, thus being the views and standpoint in which the world is viewed and treated in conformity with the demand and interests of the popular masses.
With the revolutionary world outlook, the character of which is progressive, they will have the ardent love for their country and devote themselves to it, whereas with the reactionary world outlook, they will make no scruple to do everything for the accumulation of their fortune, regardless of the interests of the collective, even betraying their country and nation.
When they are obsessed with the reactionary and unscientific world outlook, their scientific idea or formulating strategy will be only directed towards satisfying the individual pursuit of money and gay life.
However, the revolutionary world outlook will make it possible for them to think and do all their practical activities with the independent demand and interests of popular masses as the absolute standard, and devote themselves to the interests of a society and the collective.
This shows that world outlook decides the character of the spirit of man's activity.
Second, world outlook defines the extent of spirit displayed by the scientific and technical talents. That is why how actively they use their knowledge depends on what kind of world outlook they have.
After all, it is vital to every nation and country to train the scientific and technical talents who have the right world outlook as well as high level of scientific and technical knowledge. Last decades witnessed that many countries failed to settle this issue successfully, thus the development of society being damaged and even the society made chaotic.
Today, the issue of imbuing the scientific and technical talents with the great Juche idea, the Juche-oriented revolutionary world outlook, has been settled successfully in the DPRK.
All the scientists and technicians fulfill their mission and role as the revolutionary talents who are firmly inspired by the Juche idea, the Juche-oriented revolutionary world outlook.

I think there are no blessed people in the world, like the talented personnel of the DPRK who show off their scientific and technical talents to their hearts' content under the great love and trust of the leader and the expectation of the fatherland and people.
That is why they are working hard with the firm determination to do whatever the respected General Secretary wants and the Party takes a serious view of, and whatever is necessary for the sake of their fatherland.
So the DPRK can be called a really powerful nation with such a large force of talented personnel, I think.
We will train a lot of talented personnel possessed of lofty spirit and high level of scientific and technical knowledge, who are faithful to their leader, love their fatherland and people, and furthermore, have ability to contribute to the progress and prosperity of humankind.
