Strengthening the nationwide unified statistical system is a priority for the most objective and correct understanding and control of the overall situation of the country.
Back in the 1960s, the great leader Comrade
In the 1960s statistical indices became incomparably complicated and detailed in our country as the socialist economic management system was taking its shape all around, typically the Taean work system, new agricultural guidance system and unified and detailed planning, and as socialist construction was developing in depth.
But there was not well-organized statistics machinery regulating the work from the capital city to provinces, and unified statistics were not ensured. So data presented to the Central Statistics Bureau lacked scientific accuracy and objectivity, and this, more often than not, created confusion in the economic development and economic life of the country.
One day in mid-October, Juche 57 (1968) the President phoned a leading official of the Central Statistics Bureau and asked why the data from the bureau differed from the one presented by the provinces.
The official said that the estimated grain yields presented by the provinces included all grain yield data from all the production units but the one from the Central Statistics Bureau did not include them all.
A few days later, the President took his time to look into some problems in the statistical field.
He was told that the Central Statistics Bureau does not have agencies in provinces, cities and counties affiliated to it and this hinders unified guidance and function over the overall statistical work of the country, and that confusion is caused in the statistical work because the enterprises at all levels working out the statistics do not have independent statistics departments and they are not subject to the state statistics organizations.
With a serious look on his face, the President said that this was extremely wrong. He called for establishing unified system in statistics, saying that socialism presupposes statistics and it should have well-regulated statistical system.
He continued that it is only when statistics are unified that the scientific accuracy and objectivity of statistics can be ensured. It is necessary to set up independent state statistical organs from the capital to province, city and country, and to set up statistical departments at all levels at all institutions and enterprises as cells of the state statistics organs, he said.
That day he discussed several problems related to the statistics and asked to propose measures for improving the work.
However, many problems arose in the course of the work, ranging from the establishment of a system of statistical apparatus from the capital city to different parts of the country, to the establishment of a system of training statistical workers, to the solution of building new statistical institutions and to the provision of the working conditions for statistical workers.
The officials were still struggling to find a solution, although nearly a year had passed since then.
On October 1, Juche 58(1969) the President met the leading official of the Bureau and asked his health and his work.
After hearing hours of report, he said that there are still lots of theoretical and practical problems awaiting solution, and the Political Committee of the Central Committee of the Workers' Party of Korea should take up this issue and take a measure.
On October 21, Juche 58(1969) he convened a meeting of the Political Committee of the WPK Central Committee, which offered an occasion of a great turn in the statistical work of the country.
At the beginning of the meeting, the President said that today the Political Committee should discuss some problems arising in improving the work of socialist statistics, and he proposed first listening to the report of the Director of the Central Statistics Bureau.
After taking the platform at the call of the President, the Director analyzed the successes and experience gained in establishing the state statistical organ system and improving the statistical work and the shortcomings to be rectified as soon as possible, and suggested some measures.
After the report, the President listened to the opinions of the participants in the meeting and confirmed the data presented.
He gave a clear clarification of the importance of the statistical work.

"Statistics play a very important role in the construction of socialism. Only when you have accurate statistics can you draw up a correct plan and do all your work on a scientific basis. Socialism presupposes statistics. Socialism can only be built successfully on the basis of strict calculation and accurate statistics."
Having lucidly clarified the importance of statistics in socialist construction he continued to give instructions on establishing a well-regulated unified statistical system, introducing detailed statistics and mechanizing calculations, saying that it is important to ensure the scientific accuracy, objectivity and timing of statistics.
The meeting clearly indicated the orientation and ways for decisively improving the statistical work and took practical measures.
Various decisions including "On Improving Statistics" were adopted at the meeting.
After the meeting, the President took a series of radical measures to implement the decision of the meeting.
As a result, a nationwide unified statistical system was established in our country in a very short time.
