It was one day in early December Juche 70 (1981) when the cold of midwinter was at its height.
That day when the President returned to his office late as usual after the field guidance through a heavy snowstorm, he called an official who worked in Pyongyang.
When the official was on the phone, the President asked him if he knew the houses with central heating were not warm enough.
At that time, the official could not but hesitate to answer immediately because the Pyongyang Thermal Power Station was channeling almost all its heat into electricity generation to meet the country's power demand and consequently some newly built residential areas were not provided with enough heating water.
After a while of hesitation, the official told the President the truth.
The President made no comment for a while because he was too much worried about people spending winter days in the cold rooms. The President soon broke the silence with sincere instructions to solve the problem as soon as possible.
The official, on receiving the instruction, learned in detail about the overall situation of the heating system of the city.
The situation was even worse than expected.
The provision of enough heating water for those areas would mean that a fair amount of reduction in power generation.
The official hesitated, unable to make any decisions, and, at last, the following day he reported to the President on the situation and opinions of some state officials that the reduction in electricity generation might cause a great hindrance to the state affairs, so they were at a loss what to do.
The President reproached the official for having caused inconvenience in the people's living and said that there should be nothing to spare for the people's life. He continued in agony that the officials were not able to read his intention to devote his all to the improvement of the people's life.
Saying that our people were really good people and there would be no better people than them, he stressed that the officials should work harder for such good people. He told the official to take immediate measures to raise the temperature of heating water even at the cost of reduction in power generation.
The official was deeply impressed by the warm love and fatherly affection of the President who regarded people's discomfort and inconvenience as his own and tried his best to solve them.
As a result, despite the country's power shortage, an unprecedented affectionate measure was taken to reduce power generation in order to raise the temperature of the heating water for central heating system so that people could live in warm houses in cold winter days.

Indeed, it was a legendary tale of love and affection which can be bestowed only by the fatherly leader who always led the political affairs of the Party and the state with the improvement of the people's life and their well-being at its center.
