The masses are the motive force of the history of society, but their position and role are not the same in all societies and states. No country ensures the position and role of the masses of people at a higher level than the Democratic People's Republic of Korea, which embodies the people-first principle.
The people-first principle is the political idea of regarding the masses as masters of revolution and construction and making selfless and devoted efforts for the people by relying on them. In our state, where the people-first principle is the political idea and the starting point of all activities of the Party and the state, masses of people are respected as the most precious beings in the world, and people faithfully uphold the Party and the state.

The socialist state and social system of the DPR Korea, laws of the state, including the Socialist Constitution, and all the lines and policies and activities of the Party and the state are thoroughly devoted to defending and ensuring the rights and interests of the masses of the people. Our country regards the masses as the most precious being, and the names of the state, the army and security organs and the names of monumental creations and various honorary titles are also called in conjunction with the word ‘people', which clearly symbolizes the people-oriented character of our state, our system and our politics.
Our Party and state encourage the people to take part in the exercise of sovereignty and state management with equal rights, and join certain political organizations to lead a valuable political life. The state takes care of the people's livelihood and ensures that all the people learn to their hearts' content, promote their health and enjoy a revolutionary and optimistic cultural and emotional life thanks to free education, free medical care and various popular welfare policies.
Our Party and state are devoting their all to the masses of people in the entire social life, giving top and absolute priority to promoting the well-being of the people.
Today, selfless and devoted service to the people has become a revolutionary style of the Party and the national custom. It is the mode of activities of our Party and the state to unsparingly lavish even billions and billions of money in order to ease the people's pain. The people's policies are invariably enforced in the worst trials and the great construction work is going on in an audacious way. This does not mean the state fund is redundant or superfluous at all but the desire of our state to provide the Korean people who are the best in the world with a happy and civilized life as soon as possible.
Our country regards the promotion of the people's well-being as the supreme principle of the Party and state activities and embodies it thoroughly, and in any event, it will never tolerate encroachment upon the interests of the people, abuse of power and indulgence in bureaucracy, reigning over the people.
Our Party and the Republic are the most friendly mother party and the motherland, which lead and take care of the people with love and trust and defend their destiny, and the embrace of the Party and the country serves as the cradle of genuine life and happiness of the people.
Under the care of the socialist country centred on the masses, our people hold their position as masters of the state and society and enjoy a worthwhile and happy life as masters. In our country all the people entirely entrust their destiny and future on the Party and the state and remain true to them.
