The rural question is the question of the peasantry which frees the peasants forever from all sorts of exploitation and subjugation and, furthermore, makes them working-class; it is the question of agriculture which frees the agricultural productive forces from the fetters of outdated relations of production and industrializes agriculture.
Achieving the goal of socialist rural construction is a gigantic and serious revolution and a very complex and difficult task with long-term character and versatility.
The victory of the revolution and construction depends largely on how to solve the rural question at each stage of the development of the revolution.
In the whole period of leading the revolution and construction, our Party has paid deep attention to the rural question and set forth correct lines and policies for solving the rural question in each period of the developing revolution and implemented them thoroughly.
Proceeding from the importance of the correct solution to the socialist rural question at present, the WPK has already set forth at the historic 8th Congress of the WPK a strategic policy of equipping the agricultural workers in a policy manner and turning the countryside into a rich and cultured socialist countryside with modern technology and modern civilization, and at the Fourth Plenary Meeting of the 8th Central Committee of the Workers' Party of Korea, it set it as the most important task for settling the socialist rural question to dynamically accelerate the three revolutions in ideology, technology and culture in the countryside.
The primary task in carrying out the three revolutions for solving the socialist rural problem is to dynamically accelerate the ideological revolution.
To push ahead with the ideological revolution in the countryside is an important task in solving the socialist rural problem because it is the key to correctly solving the peasant problem by raising the ideological consciousness of the agricultural workers and preparing them to be agricultural soldiers faithful to the Party.
The ideological revolution in the countryside is an ideological remoulding undertaking to root out outmoded ideas among the farmers and equip them with the revolutionary ideas of the advanced working class.
Unless the ideological revolution is intensified in the countryside to remove the remnants of outmoded ideas from the minds of the agricultural workers and equip them firmly with communist ideology, it is impossible to successfully carry out the tasks facing the sector of agriculture and, furthermore, build socialism and communism.
Due to the need to wage a dynamic ideological revolution in the countryside, our Party has long since put the main emphasis on carrying out the ideological revolution together with the technological and cultural revolutions in the countryside after agricultural cooperation had been completed, and set forth the task of strengthening the ideological revolution in the theses on the socialist rural question in our country, and emphasized the issue of revolutionizing the masses from all walks of life in several meetings and paid deep attention to its realization.
As a result, a radical turn was brought about in the ideological and spiritual traits and style of the agricultural workers.
The historic Fourth Plenary Meeting of the Eighth Central Committee of the Workers' Party of Korea set forth the ideological revolution as the primary task in carrying out the three revolutions in the countryside.
The ideological revolution in the countryside at present is a high-level ideological education and human remoulding work to train all the agricultural workers to be genuine Kimilsungists-Kimjongilists and faithful agricultural soldiers of the Party as required by modeling the whole society on
The aim of the ideological revolution in the countryside is to root out outmoded ideas that remain in the minds of the agricultural workers, train them to be communists who are revolutionized and Juche-oriented, and strengthen our revolutionary forces politically and ideologically to push ahead with socialist construction.
What is important in the ideological revolution is to equip the agricultural workers firmly with the revolutionary ideas and policies of the Party and the fighting spirit of the hero farmers and patriotic farmers displayed in the annals of the revolution, to grasp among them the greatness and gratitude of the Party, the state and the system, and to educate them to be sincere in labour and have high class consciousness while making collectivism dominate their ideological consciousness and life.
In this way, when the ideological revolution is waged vigorously in the countryside, it is possible to root out the outdated ideas that remain in the minds of the agricultural workers, the performers and masters of the rural revolution, bring them up to be communists who are revolutionized and armed with Juche idea, and consolidate our rural class position and revolutionary position politically and ideologically to solve the socialist rural question in the end.
Another important task urgently arising in carrying out the three revolutions for solving the socialist rural problem is to push ahead with the technical revolution in the countryside.
To push ahead with the technological revolution in the countryside is an important task for solving the socialist rural problem because it serves as a driving force for accelerating the promotion of the countryside in the new era by turning agricultural workers into intelligent workers.
The rural technological revolution is an important revolutionary task for freeing agricultural workers from difficult and arduous labour and laying a solid material and technical foundation for socialism and communism.
Without carrying out the technological revolution in the countryside, it is impossible to develop agricultural productivity and free agricultural workers from hard labour.
Needless to say, the ideological revolution, which transforms people's ideological consciousness on a communist basis, is a very important revolutionary task, and it must be given priority to all other work, but it doesn't mean that the technological revolution could be neglected.
In order to build a communist society, the ideological revolution alone is not sufficient, and together with it, we must carry out the technical revolution.
The ideological revolution is aimed at carrying out the technical revolution well and hastening the construction of socialism and communism, and it is only when the technical revolution is conducted properly that the ideological revolution can be carried out better.
Especially when agricultural workers are not only politically and ideologically and culturally prepared but also possess high science and technology, they can fulfill their duty as masters of the socialist countryside and accelerate the promotion of the countryside in the new era.
For this reason, our Party set forth the task of pushing ahead with the technological revolution in the countryside vigorously to successfully carry out the three major technological revolutions at the historic Fifth Congress of the Party, and pushed ahead with the technical revolution in the countryside, thus making a great progress in the cause of human emancipation to significantly reduce the difference between agricultural and industrial labour and liberate the peasants from hard labour.
On the basis of the successes achieved in the implementation of the rural technological revolution, the WPK underscored the need to conduct brisk agricultural sci-tech study and advanced farming technology dissemination to broaden the knowledge of agricultural workers and enhance their technical ability as required by the drive of making all the people well versed in science and technology and developing ours into a talented nation. What is also necessary is to send lots of university graduates to farms, further increase technological ability of farms in reliance on their pivotal role and thoroughly get rid of such incidence as distancing oneself from science and technology and resorting to old experience in farms.
If the technical revolution in the countryside is successfully carried out and the agricultural workers are turned into intellectual-type workers possessed with a high level of science and technology, the promotion of the countryside in the new era will be accelerated and the epoch-making desire and ideal of the people will be realized earlier.
Another important task in carrying out the three revolutions for solving the socialist rural problem is to push ahead with the cultural revolution.
Accelerating the cultural revolution in the countryside is an important task in solving the socialist rural problem because it is a decisive guarantee for correctly solving the rural problem by establishing a healthy and civilized way of life in the farms while raising the cultural awareness level of agricultural workers.
The cultural revolution is the basis and premise of the ideological and technological revolution.
Only when the cultural revolution in the countryside is successful, can the ideological and technological revolution be successfully carried out in the countryside.
It is only when the cultural revolution is stepped up in the countryside that the general knowledge level and technical level of farmers can be raised quickly and the culture of life raised.
In order to successfully build the socialist civilization desired by our people and finally solve the rural problem, we must accelerate the cultural revolution in the countryside.
For this reason, our Party set it as an important task to push ahead with the rural cultural revolution in the theses on the socialist rural question in our country and has directed great efforts to its work.
And at the Fourth Plenary Meeting of the Eighth Central Committee of the Workers' Party of Korea, the specific tasks were set forth for bringing about a radical improvement in the implementation of the rural cultural revolution.
In order to bring about a radical turn in carrying out the cultural revolution in the countryside, it is necessary to raise the level of cultural consciousness of the agricultural workers and establish a revolutionary, healthy and civilized way of life in the countryside.
It is only when the cultural revolution in the countryside, along with the ideological and technical revolutions, is dynamically promoted so as to raise the level of cultural consciousness of the agricultural workers and establish a revolutionary, healthy and civilized way of life in the countryside, that the socialist rural question can be finally solved.
Indeed, the idea of dynamically stepping up the three revolutions of ideology, technology and culture in the countryside set forth by the respected General Secretary serves as an important guideline for opening up a new era in which the agricultural workers are radically improved in political and ideological aspects, technical knowledge and cultural life, correctly solving the problem of socialist countryside and making a leap forward development of our own style socialist countryside.
