First of all, he set forth the militant task of completing the construction of the Huichon Power Station in a short time.
The Huichon Power Station is a large-scale valley changing hydroelectric power station that produces a large quantity of electricity by way of changing the river flow and making a high head.

On March 25th 2009, he visited the construction site of the Huichon Power Station for the first time. He said that the power station is of great economic significance and that when it was completed, it would produce a large amount of electricity to ease the power shortage of the country considerably and that of Pyongyang, the capital and face of the country, as well. He also said that its construction would make it possible to protect the farmland and residential areas around the Chongchon River from flood damage and fully supply industrial water to the industrial establishments in the Huichon and Namhung areas.

Looking round the construction site of Huichon Power Station Unit 1 in Ryongnim County, he said that the power station is a valley changing power station which produces electricity by tunneling a waterway from the dam reservoir and creating a head. And he expressed great satisfaction, saying that the Ryongnim dam was designed very well by applying the principle of utilitarianism and the Ryongnim dam to be built in the future would look really wonderful.
He not only assigned tasks for completing the construction of the Huichon Power Station in a short time but also wisely organized and led its construction on the spot.
He visited the construction site of the power station several times a year with the high-intensity forced march to see the soldier-builders of the People's Army working at it, giving strength and courage to them and congratulating them on their successes.
On March 25th 2009, he first visited the construction site of Huichon Power Station Unit 1 and defined the construction method of the Ryongnim dam and called to the project the builders of a powerful Korean People's Army unit who had already performed feats in the construction of several hydropower stations. And he indicated the orientation and ways for the soldier-builders to finish the project in three years by inventing a new construction method and stressed the need to work out a proper plan for the construction of the Ryongnim dam and push ahead with it unconditionally as scheduled.
He also gave instructions on building the roads and clearing the roadbed well so that the materials needed for the power station construction could be transported without interruption and on moving and building many dwelling houses first as large areas would be submerged when the Ryongnim dam was built in the future.
That day, he also visited the construction site of Huichon Power Station Unit 2 and praised the soldier-builders of the engineering unit for having done a large amount of work, asking about the transport of cement and illuminating the orientation and ways for the construction. Saying that the most difficult task in the construction of the Huichon Power Station is to dig the waterway tunnel, he instructed the officials to give precedence to the drilling of waterway tunnel by increasing the construction force of the service personnel including the engineering unit and mobilizing the shock brigades of each province, ministry and national agencies.
He visited the construction site of the Huichon Power Station on several occasions in 2009 and three times in 2010.
On January 3rd 2010, when the whole country was in a festive mood celebrating the New Year, he visited the construction sites of the Ryongnim dam and Huichon Power Station Unit 2 as his first field inspection tour of the new year despite the heavy snowfall. He said that though he planned to visit the Pyongyang Wheat Flour Processing Factory as the first field inspection tour of the year, he came to the construction site of the Huichon Power Station and he was quite right to come here. And he was very satisfied to say that the soldier-builders had done much of the project in three months after he gave field guidance in September last year and they worked a surprising miracle unprecedented in the history of dam construction.
He stressed that every minute and second passing in the construction site of the Huichon Power Station leads to leaps forward and innovations and in this crucible of enthusiasm miracles and feats deserving the admiration of the world people are being performed continuously.
On a visit to the construction site of the Huichon Power Station again on November 3rd 2010 after visiting it on April 17th that year, the Chairman even went into the completed surge tank and highly appreciated the efforts of the soldier-builders, saying that there would never be such a fine tunnel. It is regrettable that if the construction of the power station is completed and the power station starts operation, the younger generation cannot see this proud creation associated with the great revolutionary exploits of the Party and permeated with the sweat and blood of the soldiers, he noted, adding that the Party will always remember that such a creation associated with the feats of the soldiers who devotedly worked for the prosperity of the country is found deep underground.
He highly praised the soldier-builders, saying that they have done a lot of work these days, that it is a surprising success deserving the admiration of all people that they handled the huge workload in a few months and that the spiritual strength of the KPA soldiers, the do-or-die fighters who make impossible possible to carry out the Supreme Commander's orders, is inexhaustible and no one in the world can match the great strength of our army united single-heartedly around the WPK.

But he said that these successes could be achieved as the soldier-builders had worked hard by displaying mass heroism and patriotic devotion, doing great honour to the proud feats of the soldier-builders of the KPA who devoted their all to the prosperity of the country and happiness of all generations to come.
He asked to have a photo taken with the officers and soldiers who could not have a photo session with him in April, saying that he was told the wives of officers who had gone home on holiday at the time reproached their husbands and if they had a photo taken that day, they would be pleased as the desire of the wives of officers would be fulfilled. And he posed for a photograph with them.
Thanks to his great trust and paternal love, the construction of the Huichon Power Station, which was believed to take more than ten years, was completed in a very short span of three years.
The construction of the Huichon Power Station was completed in a very short time, stunning the world, entirely because the Chairman visited the construction site of the power station again and again with his high-intensity forced march in the last period of his life to inspire the soldier-builders of the KPA to perform feats and showed all loving care for them.
