The 13th meeting of the politburo of the Seventh Central Committee of the Workers' Party of Korea was held in the DPRK on June 7, Juche109(2020) amid the fierce flames of the all-people general advance to significantly celebrate the 75th founding anniversary of the Workers' Party of Korea. In the meeting was discussed and decided in depth the important issues arising in developing the country's chemical industry in a far-sighted way and ensuring the life of citizens of the capital city.

During the half-year-long period since the Fifth Plenary Meeting of the Seventh Central Committee of the Workers' Party of Korea, the Korean people have waged a dynamic campaign for implementing the Party's idea and upholding the Party's policies in an indomitable offensive spirit. The successes achieved in those days are precious, but the tasks to be carried out in the future are immense and the difficulties encountered are tough. Hence, the WPK convened a meeting of the Politburo of the Central Committee of the WPK and set forth the orientation of economic development to cope with the present situation and the tasks and ways for its implementation.
At this important meeting, the respected General Secretary clarified in detail the issues to be solved at an early date in ensuring the living conditions of the citizens of the capital city and adopted a benevolent policy of taking a strong national measure for ensuring the people's standard of living including the construction of houses.
For the Workers' Party of Korea, the improvement of the people's standard of living is not a matter depending on a good or bad condition. The worse condition it may be in and the more immense task it may be faced with, the more devotedly the Workers' Party of Korea struggles for the people, and this feature of the motherly party is clearly manifested in its struggle for improving the living standard of the citizens of the capital city.
Pyongyang is the heart of Juche Korea and the capital of the revolution where the Central Committee of the WPK and the Government of the Republic are located. Pyongyang is the place where the lines and policies for the prosperity and happiness of the country and people are drawn up and all-Party and national work for their implementation is organized. Only when we steadily improve the life of the citizens of the capital city, will Pyongyang be able to fulfill its function as a strategic stronghold and political, economic and cultural center of the revolution and further accelerate the advance of the revolution.
The issue of ensuring the living of citizens in the capital city is not just a matter confined to improving the living standard of Pyongyang citizens. The breathing of Pyongyang can be said to be the spirit of the fatherland and it is in the splendid changes taking place in Pyongyang that people see the height of socialist civilization. Only when Pyongyang is seething with creation and construction for people and a radical turn is brought about in improving the standard of living of the citizens of the capital city, will the flames of making selfless, devoted efforts flare up all over the country like a prairie on fire and a great progress be made in improving the living standard of the people across the country.

The sincere intention of the meeting of the politburo of the Central Committee of the WPK is to solve the issues arising in guaranteeing the living of the citizens of the capital by further displaying the love of the great leaders for people, and to ensure that the people-first idea and the spirit of selfless, devoted service dominate the whole country in a more consistent manner by kindling the flames of struggle for improving the living standard of the people in the capital.

Wherever you go in the city, one can hear the dynamic footsteps of the officials, party members and other working people, who give top priority to the interests of the people and are making redoubled efforts to bring about a radical turn in improving the living standard of the citizens of the capital.
The issue of the living condition of the Pyongyang people, is one of the deep and worrying concerns of the Central Committee of the WPK. Therefore, the officials of Pyongyang City Party Committee and the Pyongyang City People's Committee regard this issue as the supreme task facing them and as the touchstone verifying their devotion to the Party and the people, while at the same time, feeling qualms of conscience for failing to discharge their duty as the master and host responsible for the people's livelihood. Now, they are firmly determined to make sure the Party's love and benevolence reach all families in the capital and touch their hearts.
The Pyongyang City Party Committee is working under a meticulous plan in its organizational and political work to bring about a radical turn in improving the people's standard of living, while ensuring that the officials, party members and the working people in the capital deeply cherish in their hearts the benevolence of the respected General Secretary.
Every official of the City Party Committee and city-level units have respectively taken charge of one unit, and they are making a breakthrough in solving the knotty problems by taking the lead and setting practical examples, while launching the information campaign so as to make the officials of the lower level aware of the importance of improving the living conditions of the citizens of the capital city.
Primary efforts are being made to bring about a turn in the people's standard of living, including the efforts to solve the problems of housing, drinking water and vegetables. In particular, they are pushing ahead with the project to complete the repair work of the houses in immediate need before the rainy season sets in. They are also making efforts to complete the dry-field irrigation of vegetable fields.
In the factories and enterprises, too, they are working hard to normalise production so as to contribute to the improvement of the people's standard of living.
Meanwhile, a drive is being made to turn the production process into a labor-saving, energy-saving and resource-saving one and to realize the localization and recycling of resources and materials so that more quality products are produced and supplied to people making a contribution to improving the standard of living of citizens in the capital.
The City Party Committee has made a meticulous plan of the organizational and political work to carry out the immediate goals in time, and is making a daily and weekly review of the results of their implementation, and continues to launch audacious and bold operations in order to bring about a fundamental progress in improving the people's standard of living.
One can easily find the officials who have a thoroughgoing view on the people and always go among the masses to listen to their voices and, are striving to solve the problems in a timely and responsible manner.
There are numerous instances where the officials had visited people's houses to check the regular supply of water and to deal with any shortage of fuel, and had even gone so far as to roll up their sleeves to take part in the newly installing water pipes so as to supply drinking water to every household. There are also those officials who had taken seriously about the walls of the people's houses getting wet during the rainy season and had repaired them personally, and who had mended faulty electrical units of a village which used to suffer from the poor condition of its electrical equipments. These are just a few of the examples to mention. There was also a time when the officials themselves had brought building materials to be used in repairing the roof of the apartment blocks, had completed it in the shortest possible time, and had pulled down a house built several decades ago to build a new one.
Whenever the residents try to reward the officials for their service, they refuse them by saying that it is their duty and obligation, and rather, they express their apology for not paying due attention in the first place.
The residents witness the officials who are endeavouring to implement the decision of the meeting of the politburo of the Central Committee of the WPK, and say that it brings tears to their eyes whenever they think of the benevolence of the Party, which has studied in detail the living problems of the citizens of the capital and has taken substantial measures to solve them. They are now making a fresh resolve to work harder for the motherly party, which regards people as the Heaven.
In particular, they expressed their heartfelt emotion at the news that the issue of building a large number of houses in Pyongyang was discussed as an important issue, adding that the socialist system of the DPRK is the best as it took a state measure of constructing houses for the citizens of the capital at such an important meeting.
It is entirely thanks to the love for the people of our Party, which spares nothing for the people, that it is possible to vigorously push ahead with the project of ensuring the living of the citizens of the capital, in such a very difficult situation, including the construction of houses.
With the hot wind of improving the living standard of the citizens of the capital and the whole countrymen keeping pace with the vigorous advance of the revolution, the base of the DPRK revolution will be consolidated in every way and the advance and development of Korean-style socialism will be further accelerated.
