The Strategic Vision of the Workers' Party of Korea on the Rural Development

The respected Comrade Kim Jong Un, in his historic report "Let Us usher in a great new era of the development of socialist countryside of our own style" at the Fourth Plenary Meeting of the 8th Central Committee of the Workers' Party of Korea, set it as an urgent task to solve the rural issue clarifying the Party's strategy of agricultural development.

The strategic attitude to agricultural development of the WPK is to turn the agriculture of the country into advanced one and ensure the stable and sustainable growth of agricultural production regarding the science and technology as the leading power.

The General Secretary Kim Jong Un's report draws a new picture of what the prime mover could be for the nation's agricultural growth and how it would look like when it becomes advanced.

Firstly, science and technology was defined, in his report, as the central driver for the agricultural progress in the country.

The respected Comrade Kim Jong Un said:

"The present is an era of scientific farming, and agricultural production is guaranteed not by natural and climatic conditions but by agricultural science and technology."

Advancing the nation's agriculture depends on science and technology in today's world of scientific farming.

What ensures good agricultural yields is agricultural science, not agro-climatic environment. If farming does not rely on science and technology and becomes a gamble with the weather, it cannot properly cater for the national need for food, making the general agribusiness unable to see its normal development. Only when we rely heavily on science and technology, without wishing for the rain to fall down looking up to the sky or waiting for somebody all-mighty to come to our rescue, we can surely help improve agriculture on our own.

Since our country has a limited acreage of cropland and is often swayed by calamitous climate, reliance on science and technology will be the only way to completely solve the agricultural increase of our country.

Revolutionizing the agricultural science and thereby meeting the food demand of the country with science and technology as an engine-this is what constitutes the agricultural policy of the Workers' Party of Korea.

Regarding science and technology as the leading power of the agricultural development permanently and consistently makes sure the normal and prospective development in agriculture.

The Party's agricultural vision presented in the plenary meeting serves to be an important landmark that clarifies the main motive force for developing the country's agriculture in a stable way in keeping with the general characteristics of agriculture as well as the actual realities of our country.

Secondly, the rural idea, as emphasized in his report, explains what the developed level should look like. The report clearly indicates the level of development that the country's rural area should achieve.

Turning all rural regions into a socialist paradise that can be envied all across the world, thus realizing the cherished ideal of the rural people as early as possible – it is the very intention of the respected General Secretary. The height that our rural economy must reach should be such a level that can be proud of to the world and that cater for the country's food supply need at the advanced level worldwide. The agricultural outlook thus clearly shows the degree of development or goal for our agriculture to reach when the country's agricultural production turns into advanced one.

The agricultural strategy also clearly indicates the aspects of the rural development that should be attained.

The central task of the immediate rural development strategy set forth at the Fourth Plenary Meeting of the 8th Central Committee of the Workers' Party of Korea is to transform all agricultural workers into revolutionary agricultural workers suited to the era of the Workers' Party, completely solve the food problem of the country, and wage a vigorous campaign to radically transform the living environment of the rural population so as to put the countryside on a sustainable development track. Increasing agricultural production has also been identified as one of principal tasks for the rural development as it fully solves the food problem of the country.

If agricultural production is unstable and does not continue to grow, the countryside cannot be placed on a sustainable development track and the food problem of the country cannot be completely solved.

The steady and sustainable growth of agricultural crop yield can be seen as a development phase that fully guarantees the sustainable advance of our countryside and the food supply for the population.

The strategy thus elucidates the development aspects of our rural economy that can fully guarantee both the central task of the rural development strategy and the implementation of the tasks given by emphasizing the need to achieve stable and sustainable growth of agricultural production.

The strategic vision on rural development of the Workers' Party of Korea thus becomes the most scientific and reasonable perspective on the development of agriculture as it completely explains both the main driving force and development aspects of agriculture.
