It is a policy consistently maintained by the Workers' Party of Korea to bring down school uniforms to the students and it is a tradition in the Democratic People's Republic of Korea to do that as a state burden to the students.
This tradition which is unique to the DPRK in the world is the one provided by President

In April Juche 25(1936), the period of the anti-Japanese armed struggle, President
At that time he covered the children's corps members who lay ill in the cold room with their own blankets, and he offered them 20 won, money as precious as a thousand pieces of gold given by Mother Kang Pan Sok when he left home after forming the Anti-Japanese Guerrilla Army, so that they could wear new clothes to the naked children's corps members.
The shock that he was given by the naked children on Mt Maan was so terrible that he decided that if the country was liberated, it would be necessary to establish a system whereby the state dresses the children free of charge.
Already during the postwar when all the things in the country had to be destroyed and rebuilt, he created a history in which the state supplied the students with clothes.
In April Juche 46(1957), he said that the state should make school uniforms and supply them to all the students across the country every season next year on and personally took measures for their realization.
As a result, a new history was created in the Democratic People's Republic of Korea from Juche 47(1958) in which school uniforms were supplied from the state to all the students across the country every season.
On January 30, Juche 53(1964), he saw the winter padded clothes worn by the students of Songsan Middle School in Yonthan County, North Hwanghae Province on their field guidance tour and took practical measures to make the children's padded clothes fit their bodies.
Since then a new system has been established in the DPRK to make and supply school uniforms, shoes and hats to all children and students individually.
On July 6, Juche 83(1994), he inquired how school uniforms were supplied to the students even at the last consultative meeting of senior officials in the economic sector, which the Korean people did not forget.
He expressed belief that the policy of dressing children will continue as long as the socialist system exists in our country and the tradition of Mt. Paektu is inherited.

When giving on-the-spot guidance to the cloth production site for our students, he warmly said that the Party is going to take direct responsibility for the work to bring new uniforms to the students, make shoes well and fill their knapsack bags, saying that they should do school uniforms unconditionally, true to the noble intention of the great leaders even though the situation of the country is difficult.
He showed warm benevolence to the students across the country to supply new school uniforms on April 15, Juche 104(2015), though the economic situation of the country is difficult.
At the 4th Plenary Meeting of the 8th Central Committee of the Workers' Party of Korea held in December Juche 110(2021), he said that it is a policy of our Party and the eternal state policy of the DPRK which should be given the highest priority unconditionally, not an inexhaustible work if the conditions are good and difficult.
He set forth the task of supplying all the students with new kinds of quality school uniforms and bags without fail and took important measures of the Party Central Committee to implement them.
Thus, it has become a tradition in the DPRK to make and supply school uniforms to children and students across the country at the state expense thanks to the noble love of the peerlessly great men for the rising generations and this tradition will be invariably carried forward in the future, too.
