For a working-class party that is responsible for the destiny of the popular masses to discharge its mission of leadership as the general staff of the revolution, it is necessary to make an accurate analysis of the environment and situation facing the revolution at every stage, to clearly show the party members and other working people the right course of advance, the objective of struggle, tasks and ways and to skillfully organize and mobilize them in their efforts to put them into effect.
Through the struggle of the year 2021, the first year of implementing the new five-year plan, the Workers' Party of Korea and Korean people could make more clear predictability about subjective and objective conditions and environment of the revolution at present and in the future. They also came to know what they can do and to have clear vision about their possibility and self-confidence.
However, the more intense struggle become and the nearer victory comes, the more manifold ordeals and hardships are.
Only when they correctly understand and judge the present external and internal situation and make a right stride along the correct orientation with accurate fighting policies, can they move to the next stage with a practical change for development.
In keeping with the present situation and the requirement of the revolutionary development, the WPK convened the 4th Plenary Meeting of the 8th Party Central Committee in December Juche 110(2021) and put forth the strategic and tactical policy and practical tasks of action for leading the struggle of Korean people to open up the new age of developing socialist construction to the next stage of victory dynamically.
First of all, the 4th Plenary Meeting of the 8th Central Committee of the Workers' Party of Korea is a historic meeting to put forward the valuable practical programme for pushing ahead with the struggle for Juche 111(2022) energetically to bring earlier the overall development of the Korean-style socialism and the happiness of the people.
In fulfilling the five-year plan for development and change put forward by the 8th Congress of the WPK, the work done year after year holds vital and important significance both in the light of the developmental stage of socialist construction and the realistic conditions and situation of the Party and state.
In Juche 110(2021), under the leadership of the great Party, Korean people overcame the manifold ordeals and hardships determinedly true to the new fighting programme advanced by the 8th Congress of the Party, thus opening up a prelude to the great change towards the overall development of socialist construction.
The year Juche 111(2022) that heralds an enormous struggle to move Korean-style socialism to its overall development is an important year in the development of the Party and the revolution, while being related to the destiny of the five-year plan.
This year, the WPK and Korean people are faced with a weighty duty to actively promote and amplify successes and experiences of the year Juche 110(2021) as they represent precious lessons and devoted efforts and as they require full display of unusual responsibility and strenuous efforts and to hasten the overall development of socialist construction with greater successes and victory.
It is the idea and intention of the WPK to make the year Juche 111(2022) a year that a surging spirit of last year is further enhanced, which moves to the laying of the foundation, the royal road to the implementation of the five-year plan.
The 4th Plenary Meeting of the 8th Party Central Committee reviewed the execution of major Party and state policies for 2021, the first year of implementing the decision of the 8th Congress of the Party, and on this basis, clarified the main orientation of the work of Party and the state for 2022.
The Plenary Meeting set it as the main task facing the Party and people in 2022 to provide a sure guarantee for the implementation of the five-year plan and to bring about a remarkable change in the state development and the people's standard of living, thus recording a noteworthy page in the history of the country, and clarified the important political tasks to put it into effect.
It ardently called upon the entire Party and all the people to vigorously accelerate the overall development of the socialist construction by putting spurs to the spirit of courageous advance, and thus make the year Juche 111(2022) a year of great revolutionary event to be significantly recorded in the history of the country and another watershed in the great struggle advancing toward the bright future.
The orientation of this year's struggle, a great life-and-death struggle to be vigorously waged successfully for sure for the overall development of socialist construction, the great people and beloved posterity, was laid down so that the Party and people were given the fighting guide for glorifying the year Juche 111(2022) as a year of great revolutionary event to be significantly recorded in the history of the country and a year of new victory to vigorously advance towards the overall development of socialism.
Second, the 4th Plenary Meeting of the 8th Central Committee of the WPK is a historic meeting that the new programme for socialist rural construction was put forward which is of important epoch-making significance in accelerating the comprehensive prosperity of socialism and materializing the century-old desire of Korean people at early date.
The Party's idea and decision for the overall development of Korean-style socialism is to balance all the sectors in socialist construction, develop the whole society equally and solidly and open a new era when the local areas, including towns and counties, will change.
All the fronts of socialist construction making progress all together, this is the requirement of Korean revolution as well as the ideal and goal of the Party aspiring to make progress.
The idea of the WPK for the overall development is associated with its noble intention to bring the prosperity of the country and the happiness of the people to earlier completion.
It is the Party's intention that all the fields and all the branches should be developed equally to bring earlier the state's prosperity and development and that regional differences should be ironed out in people's living, though they live in different areas.
To make drastic change of the rural communities today when it presents itself as a mature requirement to wage the struggle for the overall development of socialism becomes a very important revolutionary task in turning around the rigorous situation in favor of increasing the driving force of our own and achieving prosperity and development of the country and welfare of the people.
The 4th Plenary Meeting of the 8th Party Central Committee made a profound analysis and appraisal of the urgency and epoch-making significance in settling the rural question for the achievement of the overall development of socialist construction and indicated the grand target and tasks for transforming the rural communities befitting the era of the Workers' Party in a fundamental way.
The Plenary Meeting stressed on putting the country's agriculture on a definite upward stage and opening up a new great era of effecting drastic development of our style socialist countryside by pushing forward the rural development under the uplifted slogan of "For New Victory of Socialist Rural Construction!"
It also set forth mid-term and long-term development strategies, major task and practical ways to attain the goal for developing the rural communities in conformity with the actual situation and the requirement of the era that is desirous of the overall development of socialist construction.
The new programme for socialist rural construction is a further development of the great Theses on the Socialist Rural Question that unfolded a bright prospect and blueprint for the settlement of socialist rural question, which comes to be a great fighting programme heralding a new era of socialist rural development in the DPRK, and an expression of the WPK's strong will and determination to build a proud socialist paradise with its own might, wisdom and efforts.
Making a detailed analysis of general financial situation of cooperative farms now under difficult condition, the Plenary Meeting declared a favored measure to completely release cooperative farms from the arrears of state loans as part of important measures to let the rural communities stand on their own and consolidate their economic foundations.
In this way, the 4th Plenary Meeting of the 8th Party Central Committee convened under the guidance of the respected Comrade
Korean people will devote themselves to the grand march for the prosperity of the socialist country in hearty response to the decision of the 4th Plenary Meeting of the 8th Party Central Committee, thus achieving a great new victory.
