From the first days of its founding, Democratic People's Republic of Korea (DPR of Korea) has putted forward the coastal and ocean management as main political issues and exerted all the efforts to implement it continually.
The DPR of Korea has established regular ruling machineries from central to local government bodies and enacted various laws, like the Law on Environmental Protection and Law on the Prevention of Sea Pollution, so as to conduct the utilization, management and development of coast, and ensures that the rich marine resources, like fish and underground resources, contribute to developing the economy and promoting the people's livelihood.
The Integrated coastal management (ICM) project of Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) started in DPR of Korea on September 8, 2000, in accordance with the Memorandum of Agreement between the General Bureau for the Cooperation with International Organizations (GBCIO), DPR of Korea and IMO.
Since September 2000, Nampho City, DPR of Korea, was selected as one of the six National ICM Demonstration Sites in the Seas of East Asian in accordance with GEF/UNDP/IMO PEMSEA Regional Programme, and the protection and restoration capacity of the major habitats in the coastal area of Nampho was enhanced.
The designation of Nampho as national ICM demonstration site in DPR of Korea has been an opportunity for the development of ICM within DPR of Korea. As the result of demonstration project, significant progress has been made in the local implementation of ICM.
The country had experience of implementing ICM in a regional scale through implementing the Nampho ICM Demonstration Project.
Basic intellectual capacity has been built for contributing to formulate a national plan for the ICM expansion.
In according to recent issues of coastal management, it is need to scale up successful experience of Nampho Project to national scope and promote sustainable development of coastal and territorial water.
Firstly, the programme of ICM scaling up to coastal area of Wonsan-Mt. Kumgang international tourist site is developed and implemented.
Objective of the Wonsan-Mt. Kumgang Zone ICM Scaling up Program is to contribute to SDS-SEA implementation in DPR of Korea, scaling up ICM to Wonsan-Mt. Kumgang zone in addition to considering national ICM policy and laws, drawing up ICM strategy and action plan and implementing them.
DPR of Korea continuously has being advanced the implementation of ICM in a national-wide, by developing a national ICM scaling-up work plan, itself.
