In the DPRK, cities and counties are the lowest executive units of the Party's policies, regional bases for guiding agriculture and the local economy, and a powerful fortress supporting the overall development of the country.

The ultimate goal for strengthening the city and county clarified by the WPK is to turn all cities and counties into strategic bases of a highly civilized socialist state and developed areas with their own unique peculiarities.

The WPK has already worked out a far-sighted plan to develop the local economy and turn all the regions of the country into developed areas with its own peculiarities. It has built local industrial factories in Kimhwa County, Kangwon Province into the ones that are fully provided with the high level of modernization, highly civilized working conditions and living conditions, thus providing valuable experience for the development of local industry.

If we put modernization of equipment of equipment needed for the regional industrial factories on higher footing than Kimhwa County and take advantage of the economic resources and raw materials of the region on the basis of the valuable experience gained in Kimhwa County, we can supply local people with high-quality condiments, foodstuff and consumer goods thus eliminating the centuries-old backwardness of regional areas and realizing the long-cherished desire of the regional people.

The "Regional Development 20×10 Policy" set forth by the WPK is also fully guaranteed by the solid foundations of the self-supporting economy of the DPRK.

The people of the DPRK consolidated the foundation of their self-supporting economy by themselves under the wise leadership of the President Kim Il Sung and the Chairman Kim Jong Il, and they achieved some significant successes under the wise leadership of the respected Comrade Kim Jong Un breaking through all the difficulties and hardships in the struggle for the comprehensive development of socialism. In his policy speech at the 10th Session of the 14th Supreme People's Assembly of the DPRK, he clarified the ways for establishing the state guidance system, while providing each county with funds, labor and materials on a regular, annual and compulsory basis from the experience gained in setting up local industrial factories in Kimhwa County as an example.
