It was the President that walked along the compound of a chicken plant without rest on public holidays to supply people with much more chicken, made his way through the dewy field path on his birthday, saw the rising sun in the morning at the construction site in Pyongyang and spent evening hours at the steamy workshop of a rice-cooking plant or the counter of a shop to improve their living standard.
So, when some officials often failed to look after the people's life properly, he was feeling a great pain from their faults and worried about people's living.
One day in the early December, Juche 70(1981), he called an official concerned on the phone and asked him if he knew the fact that the flats with central heating facilities in Pyongyang felt cold now.
In fact, Pyongyang Thermal Power Station used almost all heat to produce electricity at that time, so the temperature of water for heating purposes was rather low. Officials knew the fact but thinking that there was no other way owing to the state's unavoidable circumstances, they failed to take active measures for it.
Being told of the report, the President blamed him for doing work without a due sense of responsibility and assigned him to a task of correcting the shortcoming as soon as possible and reporting to him the result.
The official, who had once occasioned the President so much anxiety because they failed to gather vegetables for winter use for citizens, reviewed his work seriously once again and acquainted himself with the city's general state of hot-water heating system in detail.
The problem was that so much production of electricity should be decreased to make the temperature of water for heating purposes higher and what was worse, it was impossible to do so at the time when all the factories and enterprises in the city were working hard for year-in production and electricity was more needed everywhere than ever before.
The official thought that there was no other alternative and reported to the President the situation as it was.
Being informed of his report, President
He said that people knew the officials' such indecisive attitude but didn't say anything because they believed in the Workers' Party of Korea. He added with ardor that Korean people were very good people who would not be found in the world, so officials should make every possible effort to serve them better.
Then, he repeatedly told the official to make detailed arrangements for making the temperature of water for heating purposes higher as soon as possible, even though they decreased the production of electricity, and put the phone down.
