It is the supreme principle of state activities of the DPRK to steadily improve the people's standard of living.
Chairman
"Comrade
The improvement of the people's standard of living in the DPRK is the supreme principle of state activities since the popular masses have become the masters of state power and the means of production and the economic system.
In any social systems the life of the master is guaranteed depending on who is the master of the economic system and of the state power.
In an exploiting class society, a small minority of the exploiting class becomes the master of the economic system, everything is made in conformity with the interests of the exploiting class, and the state also serves the exploiting class.
As a result, the exploiting class, which takes a large share of the output and makes windfall profits, becomes richer day by day and the broad masses of working people, the exploited class who create material wealth, become poorer and poorer.
But in DPRK the masses of the people are the genuine masters of the state power and economic system, and everything is made to meet the demands and interests of the masses.
That the masses are the masters of the economic system is expressed in the fact that they exercise their rights as masters in economic life.
Since the economic system is a social condition of people's economic life, the masses of the people have a natural right to enjoy an independent economic life when they become masters of the economic system.
The right of the masses as masters in economic life is manifested in their enjoying a stable working life with the right to work.
For the working masses, the working life is the precondition of material life and the right to work and, at the same time, the right to existence.
Having the right to work is a vital requirement of the working masses.
Therefore, DPRK promulgated the Law on Labour immediately after its liberation and gave the masses the genuine right to work.
As a result, the popular masses began to enjoy a practical working life as masters and enjoyed a worthwhile material and cultural life in return of the remuneration for their work.
And in DPRK, after liberation, the Law on Land was promulgated and the land was distributed for free to the tillers so that the peasants could fulfill their duties as masters of farming soil.
Thanks to the Law, the peasants realized their centuries-old desire to do good farming on their own land and enjoyed a material life as true masters by reaping a bumper harvest on their own land. Today all the working people in the DPRK enjoy a creative working life to the full with steady jobs with no fear of losing them.
As such, the working masses themselves are masters of the economic system in DPRK, so it became their natural right to have steady jobs.
The right of the masters in economic life is expressed in that they enjoy an equal material life free from all kinds of exploitation.
It is the centuries-old desire of the popular masses to live on an equal footing free from all forms of exploitation.
This long cherished desire is realized only in the socialist economic system.
In the socialist system of DPRK, there are no exploiting or exploited people and the masses enjoy the material wealth created by themselves. In DPRK, the state takes control of the created material wealth in a unified way and uses it for both individual and communal consumption of the working people. Not only are the products given directly to the working people but also is the material wealth in the hands of the state used for the benefit of the masses. Thus, the share of additional benefits from the state and social cost increases day by day in the DPRK and the popular masses receive abundant material and cultural benefits.
In an exploiter society, the more they produce, the higher the rate of exploitation increases and the wider the gap between the rich and the poor becomes, but in DPRK all the working people enjoy an increasingly equal and affluent material life and the people's livelihood improves as the increased material wealth is given to the people.
Improving the people's standard of living in the DPRK is the supreme principle of state activities because the government is responsible for the people's standard of living.
In the DPRK, not only the position and role of the popular masses as masters are firmly guaranteed, but the people's living standards are steadily improved. It is because the state takes full responsibility for the life of the people.
In DPRK the state is the master responsible for the livelihood of the people.
The material and cultural life of people constitutes an important part of their social life as well as of their political life. The independent and creative life of the masses is inconceivable apart from material and cultural life. To steadily improve the material and cultural life of the masses is an important guarantee for providing them with an independent and creative life.
The people's government of DPRK is a political organization representing the interests of the working class, peasants, working intellectuals and other working masses. And it also is a political weapon serving them. In DPRK, the state has an obligation to responsibly provide the people with their material and cultural life.
The DPRK has enhanced the role of the people's government, the representative of state organs, in strengthening the guidance over economic and cultural construction and improving the people's living standards. It has not only made the country prosperous but also systematically improved the material and cultural life of the people, thus eliminating the difference in the living standards of the working people and ensuring that all the people live well together.
The people's government in the DPRK also performs its mission as protector of the working masses' independent and creative life.
In conclusion, improving the people's standard of living in the DPRK is the supreme principle of state activities.
