In July 2024, the northern border areas of the country were hit by record torrential rains and subsequent flooding.
The sudden flooding submerged everything.

He makes tireless, selfless and devoted efforts for the good of the people, regardless of the long and thorny path, if it is for their well-being and happiness.
On receiving a report that many people in some parts of North Phyongan Province were in danger due to the record torrential rains, he immediately had the aircraft of the Air Force of the Korean People's Army dispatched to the disaster-stricken areas and took all other necessary measures.
He then went to an affected area under torrential rains and guided the operation of rescuing the flood victims.
Thanks to his devoted efforts, over 5 000 flood victims were rescued in a few hours.
He went round the disaster-stricken area for two hours on a rubber boat, learning in detail about the damage. He convened the 22nd enlarged meeting of the Political Bureau of the Eighth Central Committee of the Workers' Party of Korea on the spot, and took a state measure for recovering from the damage in a short span of time.
The meeting adopted a decision on concentrating all the efforts of the state to restoring the afflicted areas by building modern houses and rapidly rehabilitating the damaged roads, railways and public buildings.
All the people in the country turned out in the drive to implement the decision.
The relief materials reflecting the warm and sincere hearts of the whole country were continuously sent to the disaster-stricken areas, and the people across the country turned out in response to the call of the Party Central Committee.
As a result, the Paektusan Hero Youth Shock Brigade was dispatched to the flood-hit areas of North Phyongan Province, and regiments of Party members were formed in Pyongyang and all the provinces and sent to the areas.
