Building Up Rajin University Of Marine Transport As A Training Base For Maritime Officials

In order to develop marine transport in the DPR Korea, it is important to train more capable maritime officials in a more qualitative way.

On the basis of his deep understanding of the prospect of the development of marine transport and the training conditions of maritime officials early in our country, the President founded Rajin University of Marine Transport and dedicated his great devotion and efforts to its development.

President Kim Il Sung said:

"The university of marine transport should be laid out well."

The President repeatedly took active measures to train competent maritime officials conducive to the development of maritime transport after the establishment of Rajin University of Marine Transport in order to train capable maritime officials.

On April 1 1970, he called in an official who was working in the field of training maritime officials and acquainted himself in detail with the situation of Rajin University of Marine Transport.

That day he said that the training of maritime officials should be conducted in conformity with the actual conditions of the country, instructing that it was necessary to foresee the training of maritime officials who cannot only serve well for the development of the national economy, but also are necessary for the development of country's international trade on a large scale in the future.

This instruction of the President was a programmatic task and a guideline to be held fast to as a major line in the education of the newly-founded Rajin University of Marine Transport given after foreseeing the prospect of developing the country's maritime transport with far-sighted wisdom.

However, at that time the education of the university was not keeping pace with the developing reality, and some of the officials trained at that university were not fulfilling their duty satisfactorily.

When he was giving field guidance to trade ports in the East and West Seas of Korea, the President said that the poor level of management and operation of officials of trade ports was attributed to the problems in the education of Rajin University of Marine Transport, indicating that the reason why the crews of trade ships on the way to foreign trade were not good at ship maintenance had to be found in the education of the university.

At a consultative meeting of senior officials in the field of education held on August 21 1977, the President stressed the need to lay out Rajin University of Marine Transport well and sent officials again to the spot to inspect the educational work of the university.

Upholding the instructions of the President, senior officials of major departments of the Party and the state together with leading officials in the field of education were sent to the university four times in the 1970s alone to familiarize themselves with the educational work of the university in a comprehensive way.

During their inspection of the university, some drawbacks in education were found including the failure to build up the correct ranks of teaching staff and students of the university, the failure to properly draw up the academic indices and curricula of the university in keeping with the developing reality, the poor scientific and theoretical level of education and the failure to give practical education so that students could be tempered at sea.

Hearing the detailed report from the leading officials of the Party and the state on the actual conditions of the university, the President gave precious instructions on training competent maritime technicians by intensifying the education of Rajin University of Marine Transport.

On October 1 1978, the President told a senior official of the then Ministry of Land and Marine Transport that the maritime law of our country should be legislated as we did not have our own maritime law so the students of Rajin University of Marine Transport were not taught not only the maritime law of our country, but also the foreign ones. And then he took measures to educate the students with the maritime law of our own country.

On January 8 1979, he said that it was natural for the Ministry of Land and Maritime Transport to provide the students of Rajin University of Marine Transport with good conditions for practical practice as the university is just like the school of the Ministry.

The officials were deeply moved by the love and benevolence of the President who personally asked the Ministry of Land and Maritime Transport to help the university as a sponsor organization in order to develop the university work. That was not the only concern of the President for the education of the university.

On January 21 1979, the President said that at that time the university was teaching the students port management science, but its level seemed to be low, earnestly saying that it was necessary to study the level of teachers of the university and examine the textbooks of the port management science to complete the port management science suited to the specific conditions of our country.

He also said that the port management officials and educational workers should know the world trend of the management and operation of port and it was necessary to send delegations for technical inspection and researchers to other countries to learn how to manage and operate ports and study the information on the port ability of developed countries.

He also took practical measures to organize the delegation for technical inspection, to select researchers and to send them to other countries.

Indeed, the great benevolence and concern the President devoted to the development of the educational work of Rajin University of Marine Transport is unfathomable and the painstaking efforts made by him are beyond enumeration.

Therefore, all the teaching staff and students of Rajin University of Marine Transport have turned out in the struggle to repay the great benevolence of the President for the development of the university with loyalty and brought about a revolutionary turn in the university education.

The university set up new academic indices and newly developed and supplemented the curriculum to meet the actual requirements for the maritime development of the Republic. In keeping with the world trend of scientific and technological development, the university introduced new subjects such as modern mathematics, automation engineering, hydraulic engineering, robotics, automatic control theory and power electronics to raise the basic technical education to a higher level, supplementing the subjects of new field of science and technology including shipping automation control system-the subject of automation of the sector in order to further raise the scientific and theoretical level of education.

And in order to implement the instructions the President gave to enhance practical skills of students early in the period of founding the university, the university has conducted a dynamic work to strengthen the laboratory and practical training. In particular, the students were encouraged to improve their practical abilities by conducting active maritime practices aboard the ship "Myong Sin", a practical ship.

As a result, a new breakthrough of new advance and leap was made in the educational work of the university under the wise leadership and great care of the President and the university has advanced far enough to bring up a large unit of capable maritime officials who can shoulder the maritime transport of the country with excellent features as a competent maritime technical training institute.

Today, too, Rajin University of Marine Transport, which forever tells the undying exploits performed by the President for the strengthening and development of the university continues to train competent maritime officials who make contribution to the development of maritime transport in the DPRK.
