The 4th Plenary Meeting of the 8th Central Committee of the Workers' Party of Korea convened in the historic period when the comprehensive development of Korean-style socialism is being dynamically accelerated set forth an important task for stepping up the rural development and thus ushering in a great new era of the country's agriculture being put on an upward stage and a rapid development of the socialist countryside being ensured.

"By carrying out the tasks set out in the socialist rural theses, we should bring about a fresh turn in rural construction in the new century and ultimately solve the rural question."
In the DPRK achievements have been made in an effort to raise the ideological level of the agricultural workers, consolidate the material and technical foundations of agriculture and improve the appearance and environment of the countryside.
First of all, new successes have been made in the work to train the agricultural workers, the driving force of socialist rural construction into rural revolutionaries.
The ideological revolution has been dynamically pushed forward to train the agricultural workers into communists equipped with Juche idea bringing about a radical change in their way of thinking and work. Farmers are fully displaying communist virtue devoting themselves to the society and collective while helping and leading one another forward under the slogan "One for all and all for one!".
It is indeed a proud success that the enthusiasm has been remarkably increased to fulfill the honorable mission and obligation to the Party and the state by learning after the fighting spirit and morale which hero farmers and patriotic farmers displayed in the annals of the Korean revolution. Such changes in the ideological and spiritual traits of the agricultural workers can be seen as the greatest success which guarantees the bright future of our countryside and an unparalleled precious wealth.
Rapid progress is also being made in the work to develop the agricultural productivity by consolidating the material and technical foundations. Thanks to the revolutionary measures taken by the respected General Secretary projects aimed at perfecting the nation-wide irrigation system has been pursued simultaneously all over the country. Dynamic efforts have been made to free the agricultural workers from backbreaking jobs through mechanization of farming. Last year alone, 5 500 farm machines produced in the munitions industry were supplied to South Hwanghae Province, the country's largest agricultural province and main granary, thus creating a spectacular sea of farm machines.
In hearty response to our Party's far-reaching plan to cover the countryside with modern farm machines produced in our country, efforts to revolutionize the farm machine industry are being made while major farm machine factories and farm machine research institutes have been renovated and modernized to provide a solid foundation for the serial production of modern farm machines.
On the other hand an eye-opening success has been made in the work to improve the appearance and environment of the countryside by building modern rural houses. In fact it is easier said than done to build a great number of modern houses when the country is experiencing economic recession and the vast building projects are pressing the state. However, the house building projects were launched last year and in full operation now thanks to loving care of the Workers' Party of Korea aiming to turn the rural communities of the country into a paradise admired by the whole world at the earliest date possible and provide the agricultural workers with the best living conditions and environment. Hundreds of plans for rural house building projects featured with political, modern and cultural traits and local peculiarities were drawn up in a short span of time while powerful construction forces were created and appropriate measures were taken to supply in advance the necessary building material. The building projects are underway in line with the party policy on rural construction aimed at turning all the rural villages of the country to the level of villages in Samjiyon City and creating affluent and cultured village; dynamic campaigns have been conducted to build rural villages featuring the traits of mountainous area, flat area and coastal area, thus the cultured rural houses are beginning to spring up one after another. Since later last year endless house-moving ceremonies have taken place in every part of the country; heart-felt shouts of hurrah for the Workers' Party and socialism by tearful agricultural workers are touching everyone's heartstring.
In the face of the dream-like reality which brings about a renovating entity heralding the rural development the agricultural workers are making a loyal pledge to uphold the Party and defend socialism by means of rice production while cherishing boundless gratitude and reverence for the respected General Secretary.
Indeed, the new appearance of the rural development unfolding in the DPRK is a yardstick of invincible might and true image of Korean-style socialism which is stepping up its all-round development – it is like a solemn proclamation to the world that a new era of rapidly-developing socialist countryside, a new world of changing localities has begun on a full scale.
