Measure for Elimination of Tax in Kind during the War

The respected Comrade Kim Jong Un said:

"Comrade Kim Il Sung's was a noble life of a people's leader, who regarded ‘The people are my God' as his motto, applied it to his ideas and leadership and turned it into reality."

President Kim Il Sung was a benevolent father who devoted his warm affection for the comfort of farmers' lives during the grim Fatherland Liberation War.

There are lots of legends of love that he gave to our farmers and among them, there was the measure for elimination of tax in kind that he personally took amidst such difficult conditions and circumstances during the war.

During the Fatherland Liberation War, food and bullets were both essential but in the meantime, food was more crucial.

In 1951, the second year of the Fatherland Liberation War, the food situation was so acute among farmers.

This was due to the enemy's plunder of large quantities of grain during the temporary strategic retreat and the fact that the crop failed to ripen properly in the rainy season in the past few decades.

President surveyed the scene and called the official of Food Administration Bureau(then) and said that poor farmers suffered from war and flood are in difficult situation and the food rations were strained until the tax in kind had been introduced that year, but the farmers who suffered from flood, the working people who had been newly sent to rural areas and the farmers who suffered from war should be looked after.

And he also emphasized that we had to cope with the insufficient food problem of farmers although state food rations were strained.

He also said that we had to stabilize the lives of the farmers despite the war, and to realize that the state should eliminate or reduce the tax in kind or payment of loan grain that year in the Political Committee of the Central Committee of the Worker's party of Korea on Sep 29th, Juche 41(1952).

President Kim Il Sung eliminated the tax in kind and payment of loan grain for the war sufferers, emigrants and poor farmers. He regarded the necessary amount of food per person as 150kg and took measures to eliminate the tax in kind and payment of loan grain if the necessary amount was not enough.

The amount of tax in kind exempted for war sufferers, migrants and poor peasants accounted for 10% of the total tax in kind, which was considerable.

But he devoted such a warm love to stabilize the lives of farmers.

Thanks to the measures by President, powerful actions were taken to supply food for farmers.

Our President was undoubtedly a benevolent father who devoted his all to stabilize the lives of our farmers during the flames of the war.
