The first great change and gigantic revolution in the nearly 80 years of the history of the Workers' Party of Korea and in the 77-year history of the growth and development of the DPRK, made a start.
It is none other than the struggle to implement the "Regional Development 20×10 Policy".
At the 10th Session of the 14th Supreme People's Assembly of the DPRK on January 15th 2024, the respected Comrade
On August 31st that year, he convened a consultative meeting on regional development as a part of preparation for fixing the new measure of great importance for hastening the radical and overall development of the local areas as a Party's Policy. He said in the meeting as follows. This policy in the new era should not be confined to the construction of light industry factories but be a comprehensive policy which puts together public health, science and education. Only then, it can truly contribute to the improvement of the material and cultural standards of the local people and radically improve the efficiency of local development. In parallel with the construction of regional-industry factories, we should add the construction of health facilities and complexes and cereals management facilities to the "Regional Development 20×10 Policy", thus accelerating the historic cause of local prosperity, which is a new way of regional development.
The General Secretary made a programmatic speech on the occasion of the 76th founding anniversary of the DPRK on September 9th 2024. In this speech, he commented that sci-tech dissemination bases should be expanded into comprehensive bases for cultural life, and that in cities and counties to be built are bases that are not only equipped with modern IT means for sci-tech learning but also serve multifunctional and complex cultural purposes, so that local residents can see films or play sports and amusement games there; and commercial outlets and various other welfare facilities with satisfactory hygienic environment and conditions are also to be furnished in them.
The struggle to implement the "Regional Development 20×10 Policy" is immense and gigantic in its breadth and depth. In order to produce and supply the goods needed for the people's living in a county, it is necessary to build several regional-industry factories including foodstuff factories and basic foodstuff factories.
Taking into account the labor, materials and funds needed for the construction of a new regional-industry factory, a great deal of investment and labour is needed to renovate all those throughout the country.
In addition to that to be built are light industry factories, modern health facilities and complexes as well as comprehensive and integrated cereals management facilities, the concept of which is not to be found in the history of local construction. Alone the cost for all these amounts to astronomical figures.
It is by no means easy to bring about substantial changes and renovations in improving the people's living standards in a multistage, three-dimensional and offensive way through the development of local economy in parallel with the struggle to steadily raise and expand the phase of upsurge in all fields of socialist construction.
However, the WPK made such a revolutionary determination of great importance in order to realize the long-cherished desire of the people, which means regarding the construction of modern regional-industry factories as an unshakable political task for 20 counties every year and carrying it out at a higher level than those of Kimhwa County and to the letter in parallel with the construction of health facilities and complexes and cereals management facilities in each city and county, thus accelerating the historic cause of local prosperity.
Based on the conclusion that a passive attitude would never make it possible to develop the local economy and bring about a remarkable change in the people's standards of living, the General Secretary put forward this national policy of great importance.
If we successfully renovate 20 cities and counties every year, the historical difference between the rural and urban areas will be reduced considerably and the living conditions of the local people will be as rich and civilized as those of citizens.
It is an especially great event unprecedented in the 70-year-history of the Republic that the Party made a crucial decision to make a dynamic advance in implementing the regional development policy, while directly supplying funds, manpower and materials to each county.
Faced now with difficult and large-scale tasks, the WPK conceived such an enormous work and set it as one of its policies, which even the countries with tremendous economic potentials could not dare. This is a grand scheme that can be put forward and realized only by the WPK, which regards boldly shouldering the whole burden of realizing the people's long-cherished desire and bringing about a happy future as its revolutionary climate and greatest wish.
Here lies the great historical importance of our Party's new policy for regional development.

Now the Korean people are witnessing a new history of great changes in themselves and their surroundings under the wise leadership of the respected Comrade
The Korean revolution has never covered a smooth road. However, thanks to the clear course to advance and great practical programs set by the respected General Secretary, it has achieved a steady leap forward without any stagnation or stalemate in the new century of Juche revolution, when there are several times more severe challenges and obstacles than all those in the long history of struggle.
The victory of the gigantic struggle for regional development is sure to be won thanks to his outstanding and seasoned leadership of the respected Comrade
