He said that the Sci-Tech Complex to be built on the Ssuk Islet is not only a comprehensive information storage to keep and control digitally the achievement of science and technology created by human beings but also multi-functional service center of science and technology which people can read different information through network anytime, share and exchange information.
The respected General Secretary said that the complex is a present which our Party gives to the people and he gave a detailed design, building operation and took the steps to supply materials for construction.
Thus, by the initiative of the respected General Secretary the construction work was pushed on a full-scale focused by the entire people.
The respected General Secretary gave the construction task to the Army and energetically led it to success.
He solved all the problems like architectural design, operation and the measures to supply materials for the construction prior to anything else and he energetically led the construction, visiting the construction site time and again and giving valuable instructions.
He visited the construction site on Feb 26, Juche104(2015) when they had finished the foundation digging, the most difficult one in a short time.
Having a bird's eye-view of the Sci-Tech Complex, he said that the complex is a wonderful building and the miniature of it was well-done and we had to build it on the highest level to be a standard of Juche architectural art in the 21st century.
The respected General Secretary said that Sci-Tech Complex is the grand palace of learning and the center of providing science and technology to enable not only scientists and technicians but people to learn up-to-date science and technology at any time in the place just as the cars continue to be provided with fuel from the oil supply base. Consequently he taught that the Sci-Tech Complex should be a base for steadily spreading sci-tech information not like the place where water stays.
The respected General Secretary said that we shouldn't spare anything to invest in the development of science and technology and gave such a warm love by solving problems on the spot.
He emphasized that we should display our Korea's decision to brilliantly improve the appearance of Pyongyang City by building excellent structures and to rise beyond the world with the power of science. Keeping his great trust and expectation deeply in their minds, the builders waged great efforts at day and night with spiritual strength.
On the occasion of the 70th founding anniversary for the Workers' Party of Korea, the Sci-Tech Complex was completed as the edifice like a national treasure, which is fully embodied the Party's policy of making all the people well-versed in science and technology, displaying the mettle of Juche Korea leaping forward for the high goal in science and technology.

He showed his satisfaction, saying that Sci-Tech Complex built in the shape of giant atomic structure which symbolizes the world is peculiar and fresh, that it is realized as the base of spread of science and technology, that it is the construction we can boast off all over the world in any way and another monumental creation of our era.
The respected General Secretary said that Sci-Tech Complex extensively and systematically made recent scientific and technical achievement materials into electric ones which were made not only in our country but in the world advanced countries so that it could play the role of the comprehensive electric library, and that it is the proud achievement.
Overlooking Sci-Tech Complex with a bright smile on his face like the sun, the respected Marshal said warmly that the October when we celebrated the 70th anniversary of the Party founding has become the one which adds the happiness to our thriving country day by day.
The respected Marshal said in high spirit that the saying "It does not take 10 years but only a year for the country to be changed" was born on this land as a new term and as he sees the Sci-Tech Complex he happens to think that in our country is being changed rapidly.

The inauguration of the Sci-Tech Complex is our Party's fruit of giving a foremost importance to science which regards development of science and technology as the major policy of the Party and the state and encourages the entire people to accomplish it.
It also displayed how strong our people's purpose and devotion are to possess a high level of science and technology to the entire world.
The Sci-Tech Complex, which was magnificently built as a place where science and technology of the humanity are gathered together and digitized and as an enormous data storage where the entire people can continuously study about the modern science and technology tells the world about the greatest man's noble view of the people, view of the fatherland and is displaying its might.
