The Emergency Enlarged Meeting on a Field Train

The chronicles of the glorious Workers' Party of Korea (WPK) record numerous Party meetings that strongly advanced the history of victory and prosperity. However, few has given as great an impact as the Emergency Enlarged Meeting of the Political Bureau of the WPK Central Committee that was held on a field train stationed right before a dyke barely preventing a deluge. The 22nd Emergency Enlarged Meeting of the Political Bureau of the 8th Central Committee of the WPK was held on July 29-30, 2024, at the disaster site in Sinuiju City, North Phyongan Province.

The respected Comrade Kim Jong Un said:

"Our Party will, in the future, too, endeavor to fulfil its heavy yet sacred mission as a motherly party that, full of infinite vitality and untiring zeal, invariably woks with affection for the people and devotes its all to their interests. It will also remain boundlessly faithful to its basic duty of taking full responsibility for their destiny, whatever the storms."

The Workers' Party of Korea regards it as its sacred mission to faithfully serve the people, and as its duty to take full responsibility for the people's destiny in the face of all sorts of trials and difficulties. The more difficult the times are, the close go to the people to share their weal and woe and help them out – this is the WPK's inherent mode of existence and action. The people are its basis and foundation, and its starting and finishing points. Therefore, nothing is bigger an emergency than the people's sufferings and there is no greater revolutionary task than to heal their wounds as soon as possible.

It is not exaggeration to say that since the outbreak of the crisis following the heavy rain and flood, the respected Comrade Kim Jong Un spent every second and minute of his time for the sake of the people in the disaster area. In those crucial moments, the Korean people and the people of the whole world witnessed his devotion as the father of the people, who proved the people-first policy not in words, but in deeds. It touched their heartstrings.

He watched the whole emergency rescue operation where the helicopters flew back and forth more than 20 times to rescue the victims. And many a time he ordered that every single person be rescued with no one left behind. Only when the last of the 4,200-odd flood victims were bussed off to safety did he make his way through the deluge. With firm convictions that the Party Central Committee should stand right by the afflicted people to relieve their sufferings, he boarded a rubber dinghy the next day to inspect the flooded areas in person right before calling the 22nd Emergency Enlarged Meeting of the Political Bureau of the 8th WPK Central Committee.

His countenance was stern and grave as the respected Comrade Kim Jong Un addressed the meeting with extraordinary determination. He said in a serious tone that the damage was amplified, which could have been easily minimized if the officials had fully realized the importance of their duties and had taken prevention measures with foresight and planning. Then he said that, with trust in in the Party, the people are closely watching this meeting, and that the officials should bear deep in mind the people's expectation and the important mission that they assume before the people and enforce every scrupulous measure to repair the damage as soon as possible.

He set forth major tasks and ways for rehabilitation including measures to urgently supply reserve materials for emergency disaster relief to quickly stabilize the people's living in the flood-hit areas. He also announced important measures for rapid stockpiling of essential equipment and apparatuses which could be readily used for rescue operations at the time of a natural disaster. By this time, the meeting had gone on for quite a while. The issues on the agendas had been basically discussed and what remained was adoption of the decision before the meeting was concluded.

However, as if his devotion and sincerity for the people weren't still enough, he said that the meeting couldn't be concluded like this and proposed that the participants in the meeting including the members of the Political Bureau should visit the tents where the flood victims were staying. He called upon them to feel their heavy responsibility while seeing the flood victims' living conditions with their own eyes. He said that they should console and encourage the victims, try to work out what concrete measures could be taken for rehabilitation on the basis of their frank voices, and make proposals to the Political Bureau. In fact, he had already looked round the dangerous flood areas on a rubber dinghy to grasp the extent of damage and mapped out the ways and measures for rehabilitation from the people's point of view. But he sent back the officials to visit the victims, with a view to making sure that the meeting not only fully reflect the people's desire and expectations but also provide a firm guarantee for their realization. That is why the meeting of the Political Bureau went on till the next day.

When the second-day meeting was discussing the scale of rehabilitation, the respected Comrade Kim Jong Un was in deep thought. Then he resolutely said let's rebuild the area anew, and President Kim Il Sung, too, taught us to turn Sinuiju into a good city long ago, so if we are going to rebuild it, let's design it in such a way that it is turned into a paradise that the world will envy. He continued to say: it wasn't once or twice that we experienced a crisis and every time we were always brave and offensive, and worked only miracles. There is nothing that we cannot do, as long as we are led by the Party and we have an army and people loyal to the Party. Let us strongly overcome this crisis to work miracles.

This led to the adoption of the decision of the Political Bureau of the Party Central Committee "On rapidly repairing the flood damage in North Phyongan and Jagang Provinces", which clearly demonstrated once again the sacred mission and popular character of the WPK that devotedly serves the people.

The Emergency Enlarged Meeting of the Political Bureau personally convened by respected Comrade Kim Jong Un in the middle of the disaster site can be likened to a field meeting of the Supreme Command held at the forefront during the Fatherland Liberation War. As the officials looked at the respected Comrade Kim Jong Un with reverence on the field train, the meeting place, with the red Party flag posted at the end of the railway track blocked by the flood, he looked like a great father shielding his beloved children from a horrific catastrophe.

The convention of the Emergency Enlarged Meeting of the Political Bureau of the WPK Central Committee and discussion of strong state measures for rehabilitation right in the middle of a disaster site is clear proof of the WPK's consistent outlook on the people that regards it as the most important task to relieve the people of their sufferings as soon as possible.

Regarding the people as heaven, the respected Comrade Kim Jong Un convened an emergency enlarged meeting of the Political Bureau at the disaster site in order to take measures to relieve the people's sufferings. As we hold in high esteem such a great leader, the disaster-stricken northwestern part of Korea has now turned into a paradise of happiness resounding with cheers for the WPK and socialism.
