He convened the 22nd Emergency Enlarged Meeting of the Political Bureau of the 8th Central Committee of the Workers' Party of Korea on his private train in the afflicted area from July 29 to 30.
Before the meeting, he had been round the dangerous inundated area in a small lifeboat, regardless of his safety. At the meeting he took all the measures to stabilize the living of the flood victims in the afflicted area and conduct the disaster rehabilitation campaign.
And he visited the flood-hit area in Uiju County, North Phyongan Province on August 8 to learn in detail again about the actual conditions of the flooded area, whose appearance began to surface, and gave important instructions for rehabilitation.
He instructed on transforming flood-hit areas into an ideal "cultured rural city," which is furnished on a high level with all the elements related to urban management. He visited the tents where the flood victims were living temporarily and warmly consoled them with parental affection.
On August 9, the next day, he came again by his train with the relief materials prepared by the Party Central Committee for the flood victims in the city of Sinuiju and Uiju County to ensure that they were conveyed to them. He clarified the stand of the Party and the government related to the disaster rehabilitation and outlined the important measures added to provide the homeless people in the disaster-stricken areas with wonderful homes as soon as possible, saying that the people constitute not only the foundation and pillar of the Party and the state but also the starting point and the focus of all activities. Going closer to the people to share their feelings the harder the times are is the mode of existence and activities inherent to our Party and the noble intention of the respected General Secretary who is possessed of ennobling people-oriented traits.
He then made public such an important measure as to put into operation an emergency system whereby during the restoration work all the students and other children of the afflicted families in North Phyongan, Jagang and Ryanggang provinces are brought to Pyongyang to be provided with care and education in a safe and convenient environment entirely at state expense, and to offer in Pyongyang state-sponsored protective benefits to the old and sick, honoured disabled ex-soldiers and nursing mothers.
The respected General Secretary, fatherly leader of the flood victims, took care of their lives in detail with affection. Indeed, his love knows no limits.
On August 15, when the flood victims of North Phyongan, Jagang and Ryanggang provinces arrived at the April 25 Hostel in the capital city of Pyongyang, he personally came to their lodging quarters and met them.
He warmly wished that all of the flood victims would have an unforgettable and meaningful time while staying in the capital city of their beloved motherland. When he visited the dining hall for the children, he warmly embraced the children who unreservedly moved into his arms, saying that they should take foods heartily and grow up healthily to become happy children adding to the laughter of their families and country.
On August 16, the next day, he visited the April 25 Hostel again and watched a demonstration lesson for a class of primary school pupils and earnestly called for paying special attention and sincerity to the pupils so that they can attend to their studies with diligence.
Then he came to the resting site of the hostel and met the schoolchildren who were pleased to receive new school uniforms and school things. He helped them shoulder their schoolbags with his own hands and told them to study harder and train themselves to bring delight to their families and the country.
The fatherly love and benevolence shown by the respected General Secretary to the people from the flood-hit areas was endless.
The people who came to Pyongyang under the warm care of the respected General Secretary climbed Mt. Kumgang, Mt. Myohyang and Mt. Kuwol, the scenic beauties of the DPRK.
They had their photos taken with beautiful scenery of the country as a background and enjoyed socialist civilization to the full at the Yangdok Hot Spring Resort and Rungna People's Pleasure Grounds. The schoolchildren spent a pleasant camping life which is to be their precious memory of their lives at the Songdowon International Children's Camp and the Mangyongdae Children's Camp.
The respected General Secretary regarded as special guests the residents and schoolchildren who came from the flood-hit areas to Pyongyang and provided them with smart clothes and shoes that fit and suit them so that they could wear according to the seasons with nothing to envy.
Indeed, it was the sincere love of a great mother for her children.
Although there were over 130 000 people, he ensured that enough daily necessities and cosmetics were provided and birthday parties were organized whenever they met their birthdays. When there was a sick person, he could not sleep till late at night and took measures for treatment, and when the residents and schoolchildren from the flood-hit areas left for scenic spots and camps, he prepared everything for the trip with the care and mind of a mother. It was the unanimous voice of the flood victims that they did not feel the hotness and coldness as the season changed and had nothing to envy.
Today, the area once severely damaged by the flood has been changed into the ideal "cultured rural city" and yesterday flood victims have moved into new houses in the fairyland-like villages, encapsulating modern civilization, which clearly shows the advantages and invincibility of Korean-style socialism.
Indeed, the respected General Secretary is the only dear father in the world who takes care of the life of the people, makes all their wishes come true and provides a better and brighter future.
As a dear father of all the Korean people, the respected General Secretary took warm care of not only the people in flood-hit areas but also all the people across the country 365 days throughout a year and devotedly defended them as his own flesh and blood. He realizes all the wishes of the Korean people and opens up a brighter and happier future for them.
