The Story about How the First Constitution of the DPR Korea Was Reorganized

President Kim Il Sung is the greatest man recognized in the human history that the Korean nation greeted and held in high esteem for the first time in its history of thousands of years.

The respected Comrade Kim Jong Un said:

"President Kim Il Sung's was a noble life of a people's leader, who regarded ‘The people are my God' as his motto, applied it to his ideas and leadership and turned it into reality."

The life of the President was that of a great father who regarded the people's will and demand as absolute standard in all his work, and directed everything to realizing their interests, deifying them as his God.

As the universe is reflected on a drop of water, the story about how the Constitution of the DPR Korea was reorganized when it was drafted for the first time after the liberation of Korea impressively shows the sacred life of the President, who attached top priority to the independent dignity and rights of the people and work devotedly for their realization.

On December 20 Juche 36(1947), the President convened the 2nd meeting of the Korean Provisional Committee for the Enactment of Constitution.

At the meeting, he saw to it that sub-committees were organized and the draft constitution was examined in detail by articles.

The sub-committee meetings continued to discuss the draft the next day.

When the organization of the constitution was being discussed, the President asked if there were any other opinions on it. The members of the sub-committee answered, without deep thought, that they had no other opinions.

But, then, President had a serious look on his face.

At that time, the draft was composed of ten chapters, 102 articles with the rights and duties of citizens in the last chapter. This was structured so since it was how other countries' constitutions were organized.

After a while, President said that the arrangement of the chapters that the members had drafted did not suit the reality of the country, and stressed that the constitution should give top priority to the democratic rights and freedom of the people.

He said that it was very important to place the chapter dealing with the rights of citizens in the first place above all other ones, since the people had waged a long bloody struggle against the Japanese imperialists to win freedom and independence of the country and national rights.

The participants exclaimed with admiration at how logical and realistic his instruction was, and deeply repented of their mistakes of mechanically imitating others.

Looking round the participants, he stressed once again that the chapter on the rights of citizens should be brought to the forefront.

Thus, the chapter governing the rights and duties of citizens, which had been in the last part, was brought to the forefront of the first constitution of the state, which was enacted after the liberation of Korea, under the wise guidance of the President.

This did not mean a simple shift of order. It demonstrated the position of the Korean people, who became the masters of everything thanks to the noble outlook of the President, who always regarded the people as his God.

The noble intention of the peerlessly great man, who believed in the people as in Heaven, was thoroughly applied to legislation, so that the people's will, demand, aspiration and desire were always in the forefront of law-making.

Indeed, President Kim Il Sung is the great leader of the people, who put forward the oppressed and maltreated popular masses as the masters of history and glorified their dignity and value on the highest measure.
