The 8th Congress of the Workers' Party of Korea put forward the fighting program to develop local economy and promote the people's living standard by consolidating and developing cities and countries, the local bases in today's struggle for a real stride in socialist construction.
Cities and counties, the local administrative units of the DPRK, serve as the local bases to accelerate the people's living standard.

"City and county Party organizations are our Party's lowest-level guidance and executive units, and the cities and counties are the major fronts for implementing its policies to improve the people's living standards."
It is the overriding principle of the Party and the state activities to develop the people's living standard continuously in socialist society.
The policy which is in force in socialist society is characterized by the people-first policy and it is applied to the economic and cultural construction.
The purpose of such economic and cultural construction is also to improve the people's material and cultural life.
The city and county are not only the lowest guiding and executive units of the policy of the Workers' Party of Korea but also the local bases to link cities and rural communities in all fields of politics, economy and culture, so everything they do is just the implementation of the Party line and policy and every occasion and link of their political, economic and cultural activities will be directly aspired to the development of people's living standard.
The improvement of the people's living standard is realized when the people's material and cultural demand is systematically and fully satisfied.
First of all, the city and county in the DPRK contribute to the development of the people's life standard by fully satisfying the material demand of their local people by themselves.
The material demand represents the demand for consumer goods related to food, clothing, and housing and other living conditions.
The various consumer goods such as foodstuffs, groceries, daily necessities and clothes, houses and other communal amenities are main targets of material demands.
The mission of local economy which is developed in a comprehensive way with the city and county as a unit is to fully satisfy the material demand of the people in the area.
With the development of rural economy which takes the lion's share in local economy, the agricultural products such as grains, vegetables, fruits and other things that are needed in people's life will be produced and supplied to the local people.
On the other hand, the local industry factories which were built according to the features of the region concerned contribute to the people's life by producing and supplying the basic foodstuffs such as soy, soybean paste, oil, etc and all kinds of daily necessities and foodstuffs in accordance with the specific demand of the people.
When the rural construction corps, the national professional rural construction enterprises which were organized with the city and county as a unit are readjusted and reinforced, and when they concentrate on the local building-materials production relying on the local sources of raw materials, and strengthen their own construction forces both in quality and quantity, it is enough to build the seats of cities, counties and farming villages into socialist fairyland making the best of their characteristic traits and provide houses for the people.
Meanwhile, Commerce in local area contributes to the development of people's life standard by playing an important role in the implementation of consuming links between cities and farm villages, industry and agriculture.
The agricultural products including grains produced in farms are supplied to the workers, officers and residents of towns through the role of local industry, so as a result, it contributes to satisfying their demand for food. And the consumption goods that are produced in the sectors of central and local industry are supplied to the local people including the ones in farming villages, so it also ensures the affluent life of the people.
In the meantime, by purchasing surplus agricultural products, various sideline products, local farm products from the rural population through the city and county procurement bases, the rural population's income increases systemically and the life of urban dwellers becomes abundant.
Apart from this, cities and counties have to build public welfare facilities well such as shops, restaurants and bath-houses, and improve the goods supply work, public catering and welfare service so as to serve for the promotion of people's well-being substantially.
Next, the city and county contribute to the development of the people's living standard by fully satisfying the cultural demand of local people.
The cultural demand has an important bearing on the development of moral civilization and the most important thing here is the demand for education, public health, literature and arts and etc.
As the city and county are bases of the cultural revolution, they satisfy the cultural demand of people with cultural institutions and cultural means which are needed to implement the rural cultural revolution.
All levels of schools, libraries, cinemas, bookshops, hospitals, clinics, indoor stadiums which were built in cities and counties contribute to turning the local people into powerful socialist workers who have the high mental and intellectual properties, technical skills, cultural attainment and sound bodies, and make them as real creators and enjoyers of wholesome and highly civilized socialist culture.
In the DPRK, the city and county people's committee guide and manage the whole work such as politics, economy, culture, and etc in the region concerned, and play the role of the head of the family who is responsible for the people's life and the master of local economic life.
They set is as their overriding principle to promote the well-being of the working people, the masters of socialist society, design and implement their work reflecting the will and demand of the masses of people, are fully responsible for the people's life and organize and conduct the economic and cultural construction and local economic life.
Thanks to their faithful activities as public servants for the promotion of people's well-being, in the DPRK, people have been turned into independent and creative being who lead happy material and cultural life and in the future, the people's life standard will become more and more rich and civilized.
In cities and counties of the DPRK, there are people's committees as the political staff and the basic combat units that map out and implement the lines and policies of the Party.
When the city and county party committees become powerful motive power that lead the development of their regions, and implement the Party's lines and policies of consolidating the city and county with the care of householder, and the chief party secretaries of city and county who are delegates of the Party central committee fulfill their responsibilities as people's servants, it is possible to turn their region into socialist ideal land where people live well and happily.
Like this, the city and county are the local bases of socialist construction to accelerate the people's living standard.
When we consolidate 200 cities or counties of the DPRK into rich and civilized strategic bases of socialist state, the socialist construction which aims at providing people with rich and civilized life will be hastened.
