"Today the world is witnessing the development of the knowledge-based economy, and we are faced with the historic task to renovate our country's economy into an economy that develops on the strength of knowledge."
Over the past decades, the rise and growth of knowledge-based economies (KEs) have become central to the development of global and community economies. However, the Year-2008 crisis and the subsequent major restructuring process in sector's and regional distribution of the KE require that we rebuild our understanding of ‘the development of knowledge-based economy (DKE)'.
The important issues in having a new outlook on DKE is to explain the concept of DKE, the orientation of DKE, the profile of DKE, and the relations between the regions and the KEs sectors.
The paper presented the theoretical studies of the key concepts of KEs and DKE.
Besides, by means of cluster analysis, the sequence of regional clustering and the components of the stage clusters were used for determining the profile and the orientation of DKE respectively.
First, the KEs in urban regions are restructured into multi-core stable economic regions centered on the first-rank and second-rank cities, before and after the crisis.
Second, the compatibility of matching, sharing, learning of agglomeration economies effects to the orientation of DKE and the profile of DKE affirmatively.
Third, due to the regional relevance of KE sectors and agglomeration economies, the sectors of Knowledge Intensive Business Service (KIBS) and Other Knowledge Service (OKS) still achieve sustainable DKE before and after the economic crisis.
